HomeMy WebLinkAbout5.3 Update of Dublin City Council NormsSTAFF REPORT CITY COUNCIL Page 1 of 2 Agenda Item 5.3 DATE:May 20, 2025 TO:Honorable Mayor and City Councilmembers FROM:Colleen Tribby, City Manager SUBJECT:Update of Dublin City Council Norms Prepared by: Marsha Moore, MMC, City Clerk EXECUTIVE SUMMARY: The City Council will consider updates to its norms following a discussion at the March 29, 2025 Special City Council Meeting. STAFF RECOMMENDATION: Adopt the Resolution Approving the Update of the Dublin City Council Norms. FINANCIAL IMPACT: None. DESCRIPTION: In 2017, the City Council adopted Resolution No. 69-17, establishing the Dublin City Council Norms. The Norms were then updated in 2019 with Resolution No. 17-19. At the Special City Council Meeting of March 29, 2025, the City Council discussed the Norms and proposed modifications, including the re-ordering of the Norms and the revision of one item. The items were re-ordered to follow the sequence of how they may happen in the City Council’s decision-making process. The following revision was made to the item regarding communication during Council meetings: We will not access the Internet or use any form of technology during Council meetings regarding agenda items for research or communication. The Resolution (Attachment 1) approves these updates, and the updates are reflected in Exhibit A to the Resolution (Attachment 2). 50 Page 2 of 2 STRATEGIC PLAN INITIATIVE: None. NOTICING REQUIREMENTS/PUBLIC OUTREACH: The City Council Agenda was posted. XX – 25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN APPROVING THE UPDATE OF THE DUBLIN CITY COUNCIL NORMS WHEREAS,the Dublin City Council Norms serve to augment the City Council Rules for the Conduct of Meetings of the City Council (Resolution No. 131-23) and any related policy documents to provide a more specific “Code of Conduct”; and WHEREAS,on March 29, 2025, the City Council held a Special Meeting and discussed the City Council Norms; and WHEREAS,from that discussion, changes were made to the previously approved norms. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby approve the update of the Dublin City Council Norms, attached hereto as Exhibit A to this Resolution.
