STAFF RECOMMENDATION:Receive the report. FINANCIAL IMPACT:None. DESCRIPTION:Each year, Youth Advisory Committee (Committee) members present an annual report highlighting accomplishments during the service term. The Committee’s 2024-25 accomplishments include the following: Awarded nine youth organizations with Youth Mini-Grants totaling $2,500 to Dublin High School National Alliance of Mental Illness (NAMI), Ladies of Vast Effort (L.O.V.E.), American Diabetes Association, REEFlect, Dublin Speech and Debate Club, SmartStride, Wellness Center Ambassador Program, Wells Middle School Cheer, and Young Innovators. Planned, implemented, and hosted the fourth Youth Mental Health Forum at the Shannon Community Center on Thursday, November 14, 2024. Volunteered at Splatter, Harvest Fair, Floating Pumpkin Patch, Ghosts of Dublin, the Holiday Tree Lighting, St. Patrick’s Day Festival, Spring Eggstravaganza, and the upcoming Dublin Pride Week. Hosted a new event called KidVenture Night at the Dublin Senior Center on February 8, 2025. 4 Page 2 of 2 The event successfully registered 59 kids and served as a fundraiser for the committee. Volunteered at the Teen Job Fair on Saturday, March 1, 2025, at the Dublin Senior Center. Participated in the Spring Tri-Valley Youth Committees event on Saturday, March 8, 2025, in Danville. Will host the Dublin Benefit Concert, which will take place at the Farmers Market at the Emerald Glen Park Amphitheater on April 24, 2025. This year, the event will feature the newly introduced Youth Entrepreneur Fair, providing young entrepreneurs with a platform to showcase their businesses and ideas. The Committee Chair and Vice Chair will also present the annual report to the City Council at its May 20, 2025, meeting. STRATEGIC PLAN INITIATIVE:None. STAFF RECOMMENDATION:Receive the report and recommend approval of fee updates to the City Council. FINANCIAL IMPACT:The proposed fee schedule is anticipated to be considered by the City Council on June 3, 2025, andfactored into the Fiscal Year 2025-26 operating budget. While a number of changes are being proposed, most are administrative in nature, and no significant changes are expected to budgeted revenues or expenditures. DESCRIPTION:The Parks and Community Services (PCS) Department offers a variety of recreation programs and activities in aquatics, sports, youth and senior programs, and facility space for rental use by the community. PCS, which is partially supported by the General Fund, offsets the costs of theseactivities largely through fees for services.On an annual basis, Staff reviews current expenditures and revenues to assess whether fee adjustments are needed to maintain or enhance service levels or to support a new program oractivity. Based on these findings, fees are proposed to be adjusted accordingly.The proposed PCS Department Master Fee Schedule (Attachment 1) provides a list of current and proposed fees. All fee adjustments are made in accordance with the Pricing Policy for Parks and 18 Page 2 of 3 Community Services Programs, Facilities, and Field Use adopted by the City Council on June 21, 2016 (Attachment 2).Most of the adjustments proposed result from two schedule-wide changes. These include a shift to unit-based pricing (per hour, per class, per game, etc.) whenever possible rather than listing totalprogram costs, and the removal of Non-Resident rates.Staff is proposing a shift to unit-based pricing for several reasons. First, the department's Activity Guides, which serve as the primary pricing reference for customers, already calculate total program costs for both residents and non-residents. Unlike the annually updated fee schedule, these guides provide flexibility to adjust for changes in program duration, scheduling, and other variables throughout the year. Implementing unit-based pricing in the fee schedule will ensure that the total costs displayed in each guide remain accurate and aligned with the approved pricing structure. Secondly, a switch to unit-based pricing removes the need to have multiple versions of the same activity, which differ only in the days/times offered. This approach reduces administrative burden and improves clarity for both Staff and participants.The removal of non-resident rates further simplifies the fee schedule. The Pricing Policy stipulates that non-residents pay at least 20% higher than residents for both programs and facility rentals. Thus the fee for non-residents has been set 20% higher than residents as noted in Attachment 1. To reflect this, the proposed adjustments remove the non-resident fees and add the following verbiage in section headers: “Unless otherwise noted, all Parks & Community Services Fees listed are for Dublin Residents or Dublin-Based Businesses. The fees for Non-Residents or Non-Dublin-Based Businesses shall be 20% higher.”Below is a summary of proposed adjustments to PCS Department fees for Fiscal Year 2025-26, which are in addition to the changes described above.Preschool ProgramsMade pricing consistent across all preschool programs. Pricing is now listed as Individual Fee/Per Day (3 hours).Fees: Preschool – 3-Year Olds - $33, Preschool – 4-Year Olds - $33, TransitionalKindergarten (TK) – 4-5 Year Olds - $33, and Camp Shamrock Preschool Half Day – $33Sports Programs – Adult Pickleball LeagueAdding team fee for new league. Fees: Adult Pickleball League $26 per team, per game.Wave Recreation and Other – Adaptive Rec SwimAdding fees for the new adaptive swim program at the Wave. Fee: Adaptive Rec Swim $6 perindividual per visit.Facility Rentals – Senior Center Classroom BRemoving Classroom B at the Senior Center from the Master Fee Schedule. The room is being converted into a fitness area for senior use and will no longer be available for rentals.Facility Rentals – Community Event Permit Application FeeAdding a permit fee for event spaces. Any revisions and/or changes shall be documented as part of the next Master Fee Schedule adoption. 6.The fees for non-residents for both programs and facility rentals shall be established at a minimum of 20% higher than fees for Dublin residents, unless an exception is made via the City Council adopted Master Fee Schedule. 7.The Director, in his or her sole discretion, may has establish rates for new classes (initiated after adoption of the annual Master Fee Schedule) and offer reduced fees such as introductory rates, early registration, family discounts and coupon discounts, to promote new recreation programs or resurrect existing ones. 8.Previously, the City Council adopted fee schedules with associated “use policies” as separate actions.
