On a motion by Commissioner Grier,seconded by Vice Chair Aini and by unanimous vote, the Planning Commission adopted the Consent Calendar item. 5 DUBLIN PLANNING COMMISSION MINUTES REGULAR MEETING DECEMBER 10, 2024 RESULT:ADOPTED [UNANIMOUS] MOVED BY:Cathryn Grier, Commissioner SECOND:Matthew Aini, Vice Chair AYES:Aini, Grier, Rashid, Tyler ABSENT:Wright, Ochoa 5)WRITTEN COMMUNICATION –None 6)PUBLIC HEARING 6.1)Amendment to the General Plan to Update the Economic Development Element (PLPA-004079-2024) The Planning Commission received a presentation to consider and make a recommendation to the City Council regarding an amendment to the General Plan to update the Economic Development Element based on the recently updated Economic Development Strategy. Commission Vice Chair Aini opened the Public Hearing. Upon receiving no public comment, Commission Vice Chair Aini closed the Public Hearing. On a motion by Vice Chair Aini, seconded by Commissioner Tyler, and by unanimous vote, the Planning Commission adopted Resolution No. 24-08 titled, “Recommending City Council Approval of a General Plan Amendment to Update the Economic Development Element PLPA-004079-2024.” In their recommendation, the Commission requested that the City Council: 1) modify Section 11.3.A to clarify that environmental justice is not currently a required section for the City of Dublin General Plan; 2) consider modifying Section 11.6.1 to include the exploration of City permit fee reductions; consider modifying Section 11.9.1 to include the exploration of tools such as Property and Business Improvement District (PBID) and Tax Increment Financing (TIF) to support retail vitality; and4) consider modifying Section 11.11.1 to include collaboration with research institutions and higher education institutions. Amendments are proposed to Dublin Municipal Code Chapter 8.08 (Definitions), Chapter 8.12 (Zoning Districts and Permitted Uses of Land), Chapter 8.16 (Agricultural Zoning District), Chapter 8.20 (Residential Zoning Districts), Chapter 8.24 (Commercial Zoning Districts), Chapter 8.45 (Emergency Shelters), Chapter 8.46 (Single Room Occupancy Units), Chapter 8.47 (Supportive Housing), Chapter 8.50 (Transitional Housing), Chapter 8.52 (Density Bonus Regulations), Chapter 8.76 (Off-Street Parking and Loading Regulations), Chapter 8.104 (Site Development Review), and Chapter 8.116 (Zoning Clearance). Pursuant to Housing Element Program B.18: Planned Development (PD) Zoning, City staff has reviewed vacant and underutilized residential properties with existing PD zoning and proposes to rezone these properties to a residential zoning district with established development standards. No development is proposed at this time.
