Two -Year Strategic Plan: Biannual Progress Report

EXECUTIVE SUMMARY:
The City Council will receive a biannual progress report on the City's Two -Year Strategic Plan in a
newly designed format, along with key highlights from the first six months of Fiscal Year 2024-25.

DESCRIPTION:
Every two years, the City Council adopts a Strategic Plan comprising the City's Mission, Vision, and
Values as well as five strategies and 25 objectives which guide the City's work for the current two-
year period. To accomplish the objectives outlined in the Strategic Plan, the City Manager
identifies work plan items that align with its goals and objectives. The City Council adopted the
latest Two -Year Strategic Plan on April 2, 2024, covering Fiscal Years 2024-25 and 2025-26.
Previously, the City Council received quarterly narrative updates each fiscal year, highlighting
accomplishments and key projects. The most recent update, covering Quarter 1 of Fiscal Year
2024-25, was presented at the November 5, 2024 City Council meeting. In reviewing the current
process and through research completed on 12 municipalities, the majority of which included
local jurisdictions, Staff determined it was prudent to update and present a new format for
reporting.
Beginning with this report, the City Council will receive a biannual Strategic Plan Progress Report
(Attachment 1) detailing the City Council's strategies and objectives, along with Staff's work plan
for achieving each objective. Each work plan item includes a description, last update date,

anticipated fiscal years of activity, assigned departments, and status. As progress is tracked
throughout the two-year period, items will be updated to reflect whether they are completed, in
progress, or not started. Additionally, the City Manager may assign new work plan tasks as
needed.
Work plan items will not be removed from the Progress Report; instead, they will remain to
document the efforts undertaken to achieve each objective. Completed items from the Quarter 1
update have been incorporated into this report. Moving forward, biannual reports will be
presented to the City Council in December and June of each year.
Alongside the new progress report, Staff also updated the City's webpage to enhance public
transparency surrounding the Strategic Plan. The webpage now includes a description and layout
of the Plan, previous quarterly and annual updates, and past Plans. The webpage will be updated
biannually with the progress reports.
This new reporting format enhances communication on how the Strategic Plan's goals and
objectives will be achieved and streamlines the reporting process. The next progress report will
be presented to the City Council in June 2025. Below are key highlights from the first six months of
Fiscal Year 2024-25.
Key highlights - July 1, 2024 - December 31, 2024
• Dublin Police Services installed pedestrian signage along Arnold Road that guides Santa
Rita Jail releasees to the Dublin/Pleasanton BART station.
• Dublin Police Services installed Flock situational awareness cameras at designated
intersections.
• Staff prepared the rezoning of properties with planned development residential zoning to
multi -family residential in response to the recently certified General Plan Housing Element.
• The City Council approved amendments to the First -Time Home Buyer Loan Program,
which will increase the use of the program and ensure compatibility with other loan
programs.
• The City transitioned to District -based elections for the November 2024 election.
• The Parks and Community Services Department implemented adaptive swimming lessons
and recreation swimming opportunities at The Wave.
• The Parks and Community Services Department installed communication boards at The
Wave and other facilities to provide access and raise public awareness about special
education.
• Staff continued to provide Human Services Grants to community benefit organizations in
the Tri-Valley that were approved by the City Council.
• The City Council approved contributions from the General Fund to the Internal Services
Funds for facility replacements in both the FY 2024-25 and FY 2025-26 budgets.
• The Public Works Department launched the Dublin Climate Challenge, an online
community engagement platform.
• The City Council adopted the Low Carbon Concrete Building Code, which became effective
on January 1, 2025.

• Street resurfacing projects were completed, with the Cape Seal project bringing a new,
more sustainable resurfacing treatment to the community.

Strategic Plan
On April 2, 2024, the Dublin City Council adopted the FY 2024-26. Strategic Plan, outlining the City Council's shared mission
vision and values for Dublin's future. The plan includes five key strategies and 25 objectives. Additionally, the City Manager
identifies work plan items that align with the Plan's goals and objectives_
As part of the Dublin's long-term strategic planning process, the City Council developed a list of strategy areas which would
provide a focused framework for the City's allocation of resources over the next two years
1. Economic Development, Small Business Support, and Downtown Dublin
2. Public Safety
2. Housing Inclusivity and Affordability
4. Inclusive and Effective Government
5. Long -Term Infrastructure and Sustainability Investments

Strategic Plan Progress Reports
Every six months, the Council receives reports from the City Manager's Office on the implementation of the Strategic Plan and
accomplishments of work plan goals. Council meeting materials from these updates will be linked here as they become available.
Historic Strategic Plans
The City Council develops a Strategic Plan every two years through workshops, discussions with staff, and resident input.
Historically, the City Council would receive quarterly reports on accomplishments and work plan items. The City Council
transitioned to receiving a biannual progress report in February 2025.
