EXECUTIVE SUMMARY:
The City Council will consider the Mayor's appointment to fill an unscheduled vacancy on the
Planning Commission.
STAFF RECOMMENDATION:
Confirm the Mayor's appointment of Matthew Aini to the Planning Commission for the remainder
of a term ending in December 2026.
FINANCIAL IMPACT:
None.
DESCRIPTION:
An unscheduled vacancy occurred on the Planning Commission on December 20, 2024, when
Catheryn Grier resigned. A notice seeking applications was posted on January 10, 2025, with a
submittal deadline of January 31, 2025. Applicants who applied for the previous recruitment
which closed in November 2024 were invited to keep their applications on file.
Mayor Hu reviewed applications from alternates Suresh Puli and John Wu, in addition to
applications from Matthew Aini, Aaron Godfrey, Varun Gupta, Agha Haider, Chris Koeplin, Sridhar
Komandur, Christy Li, Jerry Molnar, Lauren Oldani, Anjan Kumar Panda, Anuradha Parihar, Laurel
Sears, Bradyn Shaw, Angela Tucker, Horatio Ulescu, Gerardo Victoria, Vishal Wani, and Mina Yu.
One application was received and later withdrawn. Mayor Hu selected Matthew Aini to appoint to
the Planning Commission vacancy.

The Planning Commission is an advisory body to the City Council. The Planning Commission is made up of seven community members,
including five Planning Commissioners who serve four-year terms, and two Alternate Planning Commissioners who serve two-year terms.
The duties and powers of the Planning Commission are spelled out in Chapter 2.12 of the Dublin Municipal Code and include the power to
perform duties in reference to Planning, Zoning, and land use, and to make recommendations, for City Council approval, of the following: A
comprehensive, long term General Plan for the physical development of the City and land within the City's sphere of influence; Development
plans which are consistent with the General Plan; and Regulations, programs, and ordinances as required for the systematic implementation
of the General Plan. Rules for conducting Planning Commission Meetings have been established to provide a framework for running
Planning Commission meetings, maintaining decorum, and ensuring opportunities for members of the public to address the Planning
Commission. These rules have been adopted in accordance with the Dublin Municipal Code (Chapter 2.12.040.C).
The Planning Commission is required under state law to fill out a disclosure statement which identifies certain financial interest beginning
with the immediate twelve-month period prior to your appointment (FPPC Form 700) and attend Ethics Training.

Why are you interested in serving on the Planning Commission?
We are at a pivotal yet exciting crossroads for land use planning in the city of Dublin. With the approval of The DC and Francis Ranch, our city
faces a new chapter for development proposals in the future. Between the Downtown, the Fallon Road EDZ, the new Tri-Valley entertainment
venue, and other parcels in our city, Dublin faces exciting prospects to diversify its land use, creating a series of new destinations that will
take Dublin to new heights. I'm interested in serving on the Planning Commission for another term to 1) continue advising city development
such that it advances affordability, connectivity, and sustainability, as well as 2) preserve the institutional memory of the commission as we
continue making major decisions.
What is your knowledge of and experience in Planning and Zoning?
My most direct experience with the realm comes from having been on the Planning Commission for two and a half years. Beyond this, I have
researched local land use planning at my current university - UC Berkeley - and did advocacy on several state legislative bills concerning
student housing in California. I also hold a certificate in real estate development finance.
Do you have any experience in urban design, architecture or landscaping? If yes, please describe your experience.
Nothing beyond what has already been mentioned in the previous question.
What experience, if any, do you have serving on boards, commissions or task forces? Please explain.
I served on the Dublin Planning Commission from 2022 through the end of 2024, initially as an alternate and working my way up to Vice
Chair. Additionally, I currently preside as the DUSD Parcel Tax Oversight Committee Chair. Previously, I also served as a member of the City
of Dublin's DEI Taskforce, as well as the DUSD Naming Committee for the Boulevard School Site (soon to be Shamrock Hills TK-8!).
How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors?
Given that the physical impacts of a single development project will not be equal for every resident, and the fact that no two people have the
same idea of what the ideal Dublin should look like, dissatisfaction is inevitable at times in making commission decisions. Ultimately though,
it should be the goal of a commissioner to make decisions that prioritize the city's interests first and foremost. If I conclude that my decision
meets that threshold as well as considers all the facts of an agenda item and the perspectives voiced on it, I'll sleep perfectly fine. The long-
term impacts of commission decisions don't weigh lightly on my conscience, and as such, I hold more interest in making a decision I can live
with as opposed to trying to please everyone on every decision.
How can the City better ensure that the viewpoints and perspectives of our diverse population are represented when making
decisions about city planning?
Beyond the great work that the city has already done in this regard, it is pivotal to continue getting underrepresented groups directly
interacting with their local decision -makers. Programs like Inside Dublin and Coffee with the Council give residents greater familiarity with
their local decision -makers, which can materialize their interest in commission matters from public commenting to even seeking an
appointment to the commission. If anything, I'd reckon that including planning commissioners as a part of more casual public -facing events
like a "Coffee with the Council" would be a step in the right direction.
What is the most important contribution you can make as a member of the Planning Commission?
I have the experience to be on the Commission, but more than that, my attention to detail as a commissioner has been a benefit to the
Planning Commission and the city overall. I believe I have been and am capable of steering the commission toward being the most
thoughtful and productive it can be.

Why are you interested in serving on the Planning Commission?
I don't plan on leaving Dublin anytime soon, and for as much as I like this town, it's got some issues and if I can help address them I'd like to.
On top of that I've always had an interest in participating in the government (I ran for Congress twice before moving to California) and I'd like
to do my part to help contribute to making this town and CA in general a better place to live and work. We may have our issues here, but
Dublin - and CA in general - is where people can go to actually advance in life and climb the socioeconomic ladder. Opportunity doesn't exist
in most of the country the way it does here, so I'd be happy to help shape the growth of Dublin to make it a prosperous town to longtime
residents and newcomers such as myself alike..
What is your knowledge of and experience in Planning and Zoning?
Limited, but I understand the gist of it. I'm also a quick read and can pick up on things as we go, and as I prepare to fill the role, should I be
selected.
Do you have any experience in urban design, architecture or landscaping? If yes, please describe your experience.
Unfortunately, no. I am a physicist by day.
What experience, if any, do you have serving on boards, commissions or task forces? Please explain.
Prior to moving to California, I served on the board of directors for the Happy Trails Farm Animal Rescue in Ravenna, Ohio. I served on that
board for a little over two years, and with my help, the sanctuary grow and became a much more serious operation, with more big -dollar
fundraisers, a development plan/capital campaign (that's currently being executed now with the construction of a new visitor center, which is
exciting to see!), and a growth in donor activity and volunteer hours. Prior to my exit from the board, I helped recruit new board members
with great backgrounds that helped turn around the financials and the general prospects of the sanctuary, making that growth possible.
How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors?
That's politics! If I weren't okay with that I never would have run for office to begin with. Part of the job is making decisions to serve the
community to the best of your ability, and people will always disagree with what that means. However, I will not shrink away from those
decisions - I am more than willing to defend them to the public and make my case, just as I am willing to hear them out and take their
opinion into consideration before casting a vote or approving a plan. Politics should be an open process and the more interaction with the
general public and the more feedback we receive the better, and the better informed our decisions can be so that this friction is reduced or
prevented.
How can the City better ensure that the viewpoints and perspectives of our diverse population are represented when making
decisions about city planning?
If funding exits, it might be a good idea to regularly employ polls/canvassers to vet resident's opinions, particularly for plans that affect the
area where they live. Either way, planning commission meetings, like all other public meetings, should be advertised to the public so they
know they are happening and can participate in the process.
Ultimately it's tough to make sure everyone's voice is heard and counts, but the best we can do is respect the demographics of the areas we
are planning around and make sure to talk to the people in the community. That can't be limited to those planning meetings either - efforts
should be made to meet them where they live, whether that means putting out a table with commission members/volunteers outside of
places like Target (just as an example) to make sure relevant information is being communicated to the public.
What is the most important contribution you can make as a member of the Planning Commission?
I am not familiar with the current makeup of the Commission, but I would wager few of them are recent implants from out of state. Not just
that, but I'm from Ohio (and have lived there most of my life), a state that has had significant problems with brain drain and what I would call
a general sense of decay - just in the span of my lifetime, it has fallen in just about every important marker that signifies a good quality of
life. I've lived through the things and the changes that make those declines possible, and it will inform me on how to be a meaningful
member of the Planning Commission so that we can avoid that fate here. One of the biggest atmospheric differences between Dublin and

where I grew up is that that sense of decay I was so used to was replaced with a sense of opportunity, growth, and possibility. I want to
foster that atmosphere for others and make Dublin a better place to live and start a family - which I hope to do soon myself

Why are you interested in serving on the Planning Commission?
We've lived in Dublin for 10 years when we purchased a home in Positano. I'm impressed and surprised by the growth in Dublin in every
aspect and its inclusion in the list of top ten cities in terms of wealth. But I think there seems to be disconnect between those rankings and
how it actually feels to live in Dublin. I'd like to bring my professional background (lawyer and CPA) and my life experiences of living in
various and diverse geographies and metropolitan areas (Delhi, India --> Florida --> Atlanta --> Washington DC --> Jacksonville --> New York --
> Moscow, Russia --> Dublin, CA) to bear on this topic and hopefully make Dublin a world -class city which people would love to visit and
experience, not just to live in.

Anybody serving in a public role must make decisions for the overall good of the community.
How can the City better ensure that the viewpoints and perspectives of our diverse population are represented when making
decisions about city planning?
The City can best ensure that the viewpoints and perspectives of our diverse population are represented in decisions by ensuring a diverse
selection of members of the Planning Commission and then trusting the judgment and experience of these members.
What is the most important contribution you can make as a member of the Planning Commission?
As a nearly 30-year actively practicing lawyer, even today, my entire professional life has required that I must represent clients diligently and
competently and always perform my work with a deep understanding of the facts and circumstances and knowledge of the law. I employ
my commitment, judgment and knowledge to obtain the best result possible. I intend to bring the same commitment and focus to the role
of a member of the Planning Commission.

Why are you interested in serving on the Planning Commission?
I have always wanted to help serve in the community I reside in. I like to be a part of the decision making process in the community I live in.
The planning commission is a position that allows me to see where the community is going when it comes to making it better for all
residents. It would feel wonderful to be part of the legacy to help make the community I live in better. This commission is in charge of
making important decisions that will last a long time to come and for me to be a part of serving this need will allow me to be better and
understand the needs of this community better.
What is your knowledge of and experience in Planning and Zoning?
I do not have experience in this area and I would love to learn to the best of my ability understand the area of expertise and help build on it.
My perspective will be very different from someone who may know the field well since I bring new energy and point of view that will allow
the community to see a new path.
Do you have any experience in urban design, architecture or landscaping? If yes, please describe your experience.
I do not have experience in these areas.

I have experience via my work in public health. I have worked with some communities, medium-sized communities and large populations. I
have been part of task forces in public health in preparing for disasters. I have alos been on my committees at work and help in the decision -
making process.
How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors?
I know that there are always points of view that may not agree with my vision or perspective. However, it is important to be patient and
listen to all sides before making decisions. I have had a lot of experience in working with people that have strong viewpoints that are
contrary to mine and this allowed me to better understand my perspective. I think this challenge of working with populations of people that
do not agree with me will allow me to grow and become better in learning the perspectives that I may not have seen before. However, in the
end, the decision that is made will be made for the majority point of view to make the lives of the community better.
How can the City better ensure that the viewpoints and perspectives of our diverse population are represented when making
decisions about city planning?
Holding more meeting and inviting our community to listen and speak out will allow more perspectives to be heard. Being more creative in
how we message to our community and where we message will also allow for more participation. The community needs to see how
decisions made by the commission will have an impact on their life. When they know that each meeting is a step closer to make a change for
a long time that will effect their future, they may see things differently.
What is the most important contribution you can make as a member of the Planning Commission?
I cam bring a different perspective and point of view to the commission. Planning Commission needs more diversity and I can bring it and
help make this city more unique and stand out. I bring experience of working with all sorts of communities and from small cities to very large
cities. I will also bring a point of view from a public health and safety background that many others may not think about when planning.

I am interested in assisting in the planning of building and streets. I have a significant amount of information that can be valuable to the
efficiency of the city.

I do not have any official experience. I am however very knowledgeable in many trades such as construction, flooring and medical.

I served as student body vice president in my doctoral program at Samuel Merritt University.

I am perfectly fine with it, as long as it is actually for the overall good of the community.

decisions about city planning?
Involve the actual citizens who live here.
What is the most important contribution you can make as a member of the Planning Commission?
My passion and energy for helping others. I am a doctor of physical therapy and have been serving my community of the tri valley and Bay
Area for the past 20 years.

What is your knowledge of and experience in Planning and Zoning?
I don't have experience in this area; however, I am keen to learn and will bring a combination of my curiosity, my extensive corporate
experience of four decades in senior global positions, and my use of common sense to ask the right questions to help the City make the best
decisions in the residents' interest. There is always a first time we do things before gaining experience and expertise.

I have served on a Condo Board in Wilmette, IL, where we lived for over 20 years.

I would consider what would do the "greater good" for the community rather than getting bogged down by trying to please the loudest nay -
sayers. I would listen actively and try to understand the contrary points of view to arrive at the best decision for the community.
How can the City better ensure that the viewpoints and perspectives of our diverse population are represented when making
decisions about city planning?

As I said earlier, I held Senior Global positions in two of the world's top MNCs: Unilever and S.C. Johnson Inc. I have lived and worked in three
Continents: the Americas (USA), Asia, and Europe. I led large international teams and drove multiple global initiatives in Marketing, Sales,
Mergers, Acquisitions, Restructuring etc.. In those roles, one has to focus on what would be best for the global good of the corporation

In my experience leading community projects, I've learned the value of transparency and open communication. When a decision is

Why are you interested in serving on the Planning Commission?
I was raised in Dublin, CA - it has been home to me since my parents brought me home from the hospital almost 40 years ago. Now I am
raising my own family here with pride and an affinity for the city. Fublin has changed so very much over my lifetime here and as I've gotten
older, I've had an increasing interest in wanting to get more involved with city council meetings to better understand how our beautiful city
grows and develops. When I heard of this unexpected opening to join the Planning Commission, I felt alignment between the opportunity
and my intentions. It would be my pleasure to help serve the community's best interests as the city continues to flourish.
What is your knowledge of and experience in Planning and Zoning?
I'm mostly familiar with zoning as it pertains to residential requirements, though I am interested in learning more about agricultural,
commercial, and industrial zoning. I am also deeply interested in the immediate plans for development and especially the long-term plans
for the city.
Do you have any experience in urban design, architecture or landscaping? If yes, please describe your experience.
I do have personal experience in landscape planning, having recently ideated and executed a redesign of our front and backyard to prepare
for a wedding. In full transparency, I did need to outsource a pool contractor for part of the remodel ( I'm not a licensed plumber). However I
was responsible for the garden and grounds on the quarter of an acre lot as well as ensuring the pool vendor met deadline and budget
constraints.
What experience, if any, do you have serving on boards, commissions or task forces? Please explain.
I served on the Diversity, Equity and Inclusion task force for 1.5 years at AppsFlyer, auditing hiring and onboarding processes to promote
equity - implementing process improvements to prevent bias. I also served on a Council for 2 years at a SaaS company (Sauce Labs) that
focused on social responsibility and sustainability efforts.
Prior to my career, I was on the UC Davis Student Police Relations Task Force that promoted campus safety and partnership with the local
police. I was also Vice President on the executive board at my sorority (AXO) at UC Davis and headed the Chapter Relations and Standards
Board 2006-2007.
How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors?
I feel comfortable making decisions that benefit the community even if they may be unpopular. Communication is key to bridging the gap
with the opposition. Transparency and thoughtful, sound reasoning that explains support for the decision is important to help quell
discontent and even has the potential to win over those opposed.
How can the City better ensure that the viewpoints and perspectives of our diverse population are represented when making
decisions about city planning?
There are countless ways to ensure the unique fabric of the population is represented (and I'm sure the City already makes a lot of these
efforts), but I'll limit myself to a few that I think are the most critical, starting with...
1. Building/maintaining a diverse Planning Commission that maps to the city's demographics (to the utmost capability).
2. Engaging with various community groups via outreach programs builds a two-way line of communication and ensuring in -person
meetings are accessible virtually helps encourage engagement.
3. Sending out occasional surveys for feedback - I personally used quarterly surveys in my corporate career and gained valuable insight into
employee engagement and sentiment.
4. Conduct demographic analysis (including reviewing census data) to understand the unique needs and concerns both of certain areas as

well as the diverse makeup of the population.
5. Continuously / regularly evaluate the effectiveness of engagement and inclusion efforts and adapt as necessary.
What is the most important contribution you can make as a member of the Planning Commission?
I'm data -driven and strategic in my approach. I value facts and figures in support of the decisions I make, while ensuring that the best
solutions are ones that serve immediately as well as long-term. I believe my greatest contribution would be in sharing my data -conscious

I believe that decisions made for the overall good of the community are essential, even if they may not be popular with everyone. As a board

The City can better represent our diverse population by actively involving people from all backgrounds in the planning process. One way is to
hold community forums and listening sessions in different neighborhoods and at accessible times, with materials available in multiple
languages, so that everyone feels invited to participate. Improving communication through digital platforms, social media, and local
newsletters would also help keep residents in the loop and make it easier for them to engage.
Additionally, the City could set up advisory panels that include a variety of perspectives —such as from youth, seniors, and minority groups —
to provide input on key issues. Regular surveys, available both online and in -person, could also give people an easy way to share their
thoughts.
Overall, creating these opportunities for open dialogue and acting on community feedback would ensure that decisions truly reflect the
values and needs of everyone in our community.

Why are you interested in serving on the Planning Commission?
My professional work and training is in the Urban Planning field, specializing in transportation and sustainability planning. My professional
alignment and personal motivations are to make neighborhoods and communities, my own included, more engaged, sustainable and
equitable. I've lived in Dublin for 5 years and have a good handle on the growth issues it faces and its appetite for development. I feel my
personal values, professional experience and skills would help the Planning Commission make choices that support sustainable growth
locally.
What is your knowledge of and experience in Planning and Zoning?
I have double master's degrees in Urban Planning and Geography, which gives me an academic understanding of Planning and Zoning. I've
worked in the transportation and sustainable planning field for 7 years, which is parallel and overlaps City/ County planning. For example,
I've never worked in City Zoning departments, but I worked for three years as a local development review coordinator and manager for
Caltrans District 4 in Oakland. This highlights the overlap between local development and state transportation infrastructure, utilizing CEQA
and NEPA documents. This gives me an lot of expertise on reading and synthesizing, as well as identifying gaps, in planning and
environmental documents.
Do you have any experience in urban design, architecture or landscaping? If yes, please describe your experience.
Before I became an Urban Planner, I was a landscape designer. My bachelor's degree is in Fine Arts and I have a certificate in Landscape
Design and Botany. I worked professionally as a landscape designer for 6 years in Kansas City (both KS and MO).
What experience, if any, do you have serving on boards, commissions or task forces? Please explain.
I am experienced working with bureaucratic task forces and boards- both as a participant and as a leader. My work at Caltrans has provided
me 5 years of extensive experience with boards and commissions. I am currently convening a task force to create a Bay Area Community
Engagement Playbook for example. I have also participated as a member on task forces like a Growth Management Board in Contra Costa
County (as a state representative). These experiences have oriented me to procedures and rules (frequently Robert's Rules) that best
support an equitable, reflective outcome. Before I came to Caltrans, I also served on a Bicycle Pedestrian Commission in San Joaquin County.
During my graduate research work, I worked with and served on the Douglas County Food Systems Commission.
How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors?
I understand uniquely the constraints of government work- where unpopular decisions in the short-term will hopefully allow long-term
visions to come to pass. I am well used to my own work being misunderstood- so much so that I don't tell people at parties who I work for
(as an example). I personally cannot influence or impact the traffic back ups on, for example, the express lanes at 1-680 Sunol. I understand
that the work 1 do may not immediately impact my neighbor's quality of life, but I have a belief that the work I do is in the best interest of the
communities I serve.
How can the City better ensure that the viewpoints and perspectives of our diverse population are represented when making
decisions about city planning?
More ways to interact- more times, more methods, more engagement. Unbiased synthesis of the information gathered- who is analyzing it
and how is it being interpreted. More educational opportunities for City residents to LEARN about the constraints and options of projects, as
well as more chances to share their personal experiences. Transparency! Always close the loop with residents so communities know exactly
how their information is being utilized. Don't over engage! Spend at least as much time preparing to engage as actually engaging. Asking
better questions, identifying exactly what community input can change in a project means that every question asked has real meaning to the
project direction. My current position is Equity and Engagement Planning Program Coordinator, Senior Planner at Caltrans Bay Area- this is
the entire focus of my work right now.

I am curious, well-informed and committed to uplifting community. I have a lot of professional experience in this field and also personal

I have always been able to make sound decisions with the principle of beneficence at the forefront, knowing every solution will not be

decisions about city planning?
By inviting opinions and experiences of those outside of the expected or historical description of the role that is to be filled. Growing up in
the midwest, and having lived in Florida and now California, I know what it feels like to live in places that aren't Dublin. It is possible to have a
well run city with good planning and a diverse population. in fact, I think our diversity is one of the things that makes Dublin great, and
ensuring all experiences, whether it be work, personal, organizational, or other, are taken into account when considering commissioners.

I would be a forward thinker, bringing the outside perspectives of living in the midwest and east coast, and utilize them to continue to allow

I have watched the development of Dublin over the last 15 years and I would be very interested in helping shape it. I feel there are
compromises that can be found between legitimate needs of the community for housing, expanding the tax base, and ensuring that growth

I have some experience of trying to get build permits in another state and learnt about Zoning and Planning then. I also learnt about it
during Inside Dublin.

I am a biologist by training and a hobby gardener with a great interest in native flora and fauna. I am also a big fan and frequent user of

I have over 5 years in planning and zoning. In providing information to residents, developers, contractors, and city departments. In my day
job, I manage and present entitlement projects to the Design Review Commission, Planning Commission, and the Zoning Administrator for a
nearby city. Assignments include the planning and administration of land use controls, research, plan checks, and general customer service.
Assist with the administration of the City's Zoning Code, Administrative Code and Municipal Code. I prepare and present oral and written

Making a decision that benefits the overall community but is unpopular with some neighbors is challenging. It requires a balance between
serving the greater good and considering the concerns of individuals or groups. On one hand, focusing on the overall good means that
you're prioritizing long-term benefits, such as improved infrastructure, economic growth, or environmental sustainability. These types of
decisions are often necessary to ensure that the community as a whole thrives, even if they come with opposition. On the other hand, it's
natural to feel conflicted when neighbors or community members express concerns or resistance. Their feelings and perspectives are valid,
and it's important to listen to them, explain the reasoning behind decisions, and strive for compromise where possible. Ultimately, the key is

Commission. Residents simply don't have the time to come to Commission meetings so giving them another meeting option could prove
helpful.

The most important contribution I can make is ensure that I communicate with our community. Communication is not only speaking but
listening to the concerns. In my 34 years of living in Dublin i always assumed the Planning Commission would approve any project and did

I am a long time resident of Dublin and have seen Dublin grow dramatically over last 12 years. Dublin is my home and my kids grew up here.

As Dublin has grown by leaps and bounds over the last several years, one of the things one must notice if that the city have now very diverse

democracy. As a result it's of utmost importance that City officials are mindful of their audience, appreciate different perspectives and
reasons behind their perspectives, by way of developing cultural and socio-economic background of the community. In my personal and
working life as well I have always come in contact with people of different races/religions and diverse backgrounds and I have always been

Why are you interested in serving on the Planning Commission?
I'm interested in serving on the Planning Commission to contribute both my professional experiences and my personal investment in the
growth of the City of Dublin. I have been working in real estate development and local government in San Francisco where I formerly lived
since 2014. My work at the Office of Community Investment and Infrastructure (OCII) is driven by my desire to apply my background in
public policy and to address the affordable housing crisis in San Francisco. At OCII, I serve as the senior budget and finance manager, where I
procure financing for infrastructure, market rate, and affordable housing projects and ensure consistency with the master plans for three
major project areas. I believe I can bring my professional experiences with financing agreements and development plans to the Planning
Commission in Dublin.
Additionally, my husband and I purchased a home in Dublin in 2024 to raise our baby, as this is a safe and growing city with easy access to
the rest of the Bay Area. Dublin is one of the few cities in the Bay Area embracing growth and development, and I am excited to live in a city
addressing the housing challenges faced by the Bay Area as a whole and a city bringing the amenities to serve a growing population. I
believe serving on the Dublin Planning Commission is a great way for me to contribute both my professional background to ensure that
growth happens according to the city's Master Plan and to meet the growing community's needs and my personal interest in getting
involved in the local community where our family is setting down roots.
What is your knowledge of and experience in Planning and Zoning?
My knowledge of and experience with planning and zoning is due to my work at OCII, where we are building housing and infrastructure
consistent with our Master Plans, Developer Disposition Agreements, City zoning and planning codes, and other governing documents. I
have worked on the financing since 2017 to procure funding consistent with the financing agreements and tax allocation agreements and to
ensure that funds are used for eligible and appropriate costs. Additionally, I have written policy reports to the San Francisco Board of
Supervisors looking at specific planning and zoning issues. An example is a report I prepared in 2016 where I analyzed the number of
Airbnbs and short term rentals violating planning and zoning codes and made recommendations for enforcement improvements and
possible policy changes to the number of nights that residential units could be used for commercial short-term rental uses, including a
coordination between the Planning and Tax Collector departments to identify units based on gross business tax receipts in violation of city
codes.
Do you have any experience in urban design, architecture or landscaping? If yes, please describe your experience.
My experience with urban design, architecture, and landscaping comes from my work at OCII, where we regularly take plans to our
Commission and work with developers and architects on design that is congruent with surrounding infrastructure and community needs.
Project renderings will go through iterations based on community and Commission feedback, and I work with our project managers to
ensure funding is available for designs and/or any necessary redesigns and to ensure that we continue to be in compliance with IRS
regulation and state law restrictions on use of funds.
What experience, if any, do you have serving on boards, commissions or task forces? Please explain.
I currently serve on the San Francisco Municipal Transportation Authority's revenue bond oversight committee, where we review the
allocation of bond proceeds to transit and infrastructure projects in San Francisco. I work with other members to ensure the most efficient
and appropriate use of funds and review status updates on projects. I also regularly present to commissions and the oversight board of OCII
on the agency's budget and other financing matters.
How do you feel about making a decision for the overall good of the community, but unpopular with some neighbors?
In my work at OCII, we regularly have to make decisions that do not appease every stakeholder, but provide a net positive towards
completing the overall plan of the neighborhood. Additionally, managing our agency's budget requires regularly making decisions that do
not please everyone, particularly in tighter financial environments. I consider trade offs and consistency with overall city and agency policy
goals to make decisions.
How can the City better ensure that the viewpoints and perspectives of our diverse population are represented when making
decisions about city planning?

The City can better ensure that diverse perspectives are represented in decisions about city planning by increasing general awareness of the
planning process and transparency in plans. This entails publicizing planning hearings, making hearings accessible to remote audiences,
incorporating community meetings to get feedback at multiple points in the planning process, and communicating the development plans to
residents.
What is the most important contribution you can make as a member of the Planning Commission?
The most important contribution I can make as a Planning Commissioner is relevant professional experiences and a personal stake in the
