The City Council will consider approval of the minutes of the February 4, 2025 Regular City
Council Meeting and the February 6, 2025 Special City Council Meeting.

Approve the minutes of the February 4, 2025 Regular City Council Meeting and the February 6,
2025 Special City Council Meeting.

REGULAR MEETING 7:00 PM
A Regular Meeting of the Dublin City Council was held on Tuesday, February 4, 2025, in
the City Council Chamber. The meeting was called to order at 7:01 PM, by Mayor Hu.

3.1) Presentation of Plaques to Outgoing Commissioners, Committee Members,
and Poet Laureate
The City Council recognized the outgoing commissioners, committee members, and Poet
Laureate in appreciation of their dedicated service to the City and plaques were presented
to those in attendance, including: Margaret Liang and A Kelly Paschall -Hunter (Heritage and
Cultural Arts Commission); Mariam Noorzad (Human Services Commission); Daniel Colley
(Parks and Community Services Commission); Renata Tyler and Catheryn Grier (Planning
Commission); Samir Qureshi (Senior Center Advisory Committee); and James Morehead,
Poret Laureate.
3.2) Recognition of Rabia Badar
The City Council recognized Rabia Badar for her charitable fundraising work to benefit
those in need in and around the Dublin community and the East Bay.

3.3) Employee Introductions
New City of Dublin Staff members, Anthony Cukar, Recreation Coordinator with Parks and
Community Services, and Shane Fields, Assistant Planner with Community Development,
were introduced.
3.4) Presentation from Alameda County Fire Department
The City Council received a presentation from Division Chief Bonnie Terra about Alameda
County Fire Department emergency preparedness measures.

5) CONSENT CALENDAR
5.1) Approved the January 14, 2025, Regular City Council Meeting Minutes.
5.2) Adopted Resolution No. 08-25 titled, "Declaring Weeds and Combustible Refuse a
Public Nuisance and Ordering the Abatement Thereof;" directed Staff to notify the
public of the adoption of the Resolution; and scheduled a public hearing for the April
1, 2025 City Council meeting at which time the City Council will hear and consider
objections to this abatement order.
5.3) Adopted Resolution No. 09-25 titled, "Accepting the Annual Street Resurfacing (2024
Cape Seal) Project, CIP No. ST0117."
5.4) Waived the second reading and adopted Ordinance No. 01-25 titled, "Approving
Amendments to the Dublin Municipal Code Chapter 8.08 (Definitions), Chapter 8.12
(Zoning Districts and Permitted Uses of Land), Chapter 8.16 (Agricultural Zoning
District), Chapter 8.20 (Residential Zoning Districts), Chapter 8.24 (Commercial
Zoning Districts), Chapter 8.45 (Emergency Shelters), Chapter 8.46 (Single Room
Occupancy Units), Chapter 8.47 (Supportive Housing), Chapter 8.50 (Transitional
Housing), Chapter 8.52 (Density Bonus Regulations), Chapter 8.76 (Off -Street
Parking and Loading Regulations), Chapter 8.104 (Site Development Review), and
Chapter 8.116 (Zoning Clearance)."

5.5) Waived the second reading and adopted Ordinance No. 02-25 titled, "Amending the
Zoning Map and Rezoning Property Located at 5378, 5868, 6060 and 7440 Tassajara
Road from Planned Development (PD) to R-M (Multi -Family Residential)."
5.6) Received notification of the City Engineer's pending approval of the Final Map for
Tract 8650, Francis Ranch.
5.7) Directed Staff to plan for the City Council to walk in the St. Patrick's Day Parade.
On a motion by Councilmember McCorriston, seconded by Councilmember Josey, and by
unanimous roll call vote, the City Council adopted the Consent Calendar, except for item 5.8.

ABSENT: Qaadri
Mayor Hu recused herself from item 5.8 due to her residence being within 500 feet of the SCS
property, and therefore considered to be involved in the decision.
Mayor Hu left the dais at 8:07 PM.
Without objection, the City Council selected Councilmember Josey to chair the meeting in the
Mayor's absence.
5.8) Dublin Centre Affordable Housing Agreement (PLPA-2023-00020)
This item was pulled from the consent calendar for public comment.
Tom Evans provided public comment.
On a motion by Councilmember McCorriston and seconded by Councilmember Morada, and by
unanimous vote with Mayor Hu recusing herself the City Council adopted Resolution No. 10-25
titled, "Approving an Affordable Housing Agreement Between the City of Dublin and Landsea
Homes of California, LLC for the Dublin Centre Residential Project."

Councilmember Josey called for a break at 8:13 PM.
Mayor Hu returned to the dais at 8:16 PM and reconvened the meeting.

8.1) 2025 Draft City of Dublin Legislative Platform
The City Council received a presentation on the draft 2025 Legislative Platform, asked
clarifying questions, and provided feedback on the platform.
Tom Evans provided public comment.
Shirley Lewandowski provided public comment.
Bradley Dunn provided public comment.
8.2) Direction on Enhancements at Fallon Sports Park Field G
The City Council received a presentation on potential improvements, in both the short and
long term, that will enhance the City's marketing and use of Fallon Sports Park Field G,
including a pilot program to allow advertising signage on the outfield fence.
The City Council asked clarifying questions, and provided feedback.
Mayor Hu opened the public comment period. Upon receiving no public comment, Mayor Hu
closed the public comment period.
9) CITY MANAGER AND CITY COUNCIL REPORTS
The City Council and Staff provided brief information -only reports, including committee
reports and reports related to meetings attended at City expense (AB1234).
