STAFF RECOMMENDATION: Present the proclamation. FINANCIAL IMPACT: None. DESCRIPTION: February is recognized as Black History Month, a time to honor the history, culture, and contributions of Black people. Black History Month celebrates the contributions of Black people throughout U.S. history, from those enslaved in the early 17th century to the leaders, innovators, and community builders of today. With this proclamation, the City Council recognizes the contributions of Black people in the Dublin community and beyond, calls for unity and inclusiveness, and declares February 2025 as Black History Month in the City of Dublin. ATTACHMENTS: 1) Black History Month Proclamation Page 2 of 2 2 Attachment I A PROCLAMATION OF THE CITY COUNCIL CITY OF DUBLIN, CALIFORNIA "Black History Month" WHEREAS, during Black History Month we celebrate the contributions Black people have made to American economic, cultural, spiritual, and political development; and WHEREAS, as stated in its mission statement, the City of Dublin "... champions a culture of equity, diversity, and inclusion"; and WHEREAS, Dr. Carter Goodwin Woodson, noted Black scholar and son of former slaves, initiated Black History Week on February 12,1926, and for many years, the second week of February, chosen to coincide with the birthdays of Frederick Douglas and Abraham Lincoln, was celebrated by Black people in the United States; and WHEREAS, in 1976, as part of the nation's bicentennial, Black History Week was expanded and became Black History Month, and is now celebrated all over North America; and WHEREAS, the City of Dublin understands that Black people have endured egregious discrimination and bigotry throughout the course of our nation's history; and WHEREAS, Black History Month celebrates the contributions of Black Americans throughout the history of the United States, from those enslaved in the early 17th century to the leaders, innovators, and community builders of today; and WHEREAS, Black History Month is a positive way of recognizing the culture and history of Black people as vital to the core beliefs and values of the City of Dublin. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby proclaim February 2025 as Black History Month in the City of Dublin and encourages all citizens to celebrate our diverse heritage and culture.
