This City Council meeting will be broadcast live on Comcast T.V. channel 28
beginning at 7:00 p.m. This meeting will also be livestreamed at www.tv30.org
and on the City's website at: https://dublin.ca.gov/ccmeetings
For the convenience of the City and as a courtesy to the public, members of
the public who wish to offer comments electronically have the option of giving
public comment via Zoom, subject to the following procedures:
❑ Fill out an online speaker slip available at www.dublin.ca.gov. The speaker
slip will be made available at 10:00 a.m. on Tuesday, February 4, 2025. Upon
submission, you will receive Zoom link information from the City Clerk.
Speakers slips will be accepted until the staff presentation ends, or until the
public comment period on non -agenda items is closed.
❑ Once connected to the Zoom platform using the Zoom link information from
the City Clerk, the public speaker will be added to the Zoom webinar as an
attendee and muted. The speaker will be able to observe the meeting from the
Zoom platform.
❑ When the agenda item upon which the individual would like to comment is
addressed, the City Clerk will announce the speaker in the meeting when it is
their time to give public comment. The speaker will then be unmuted to give
public comment via Zoom.

❑ Technical difficulties may occur that make the option unavailable, and, in
such event, the meeting will continue despite the inability to provide the

3.1 Presentation of Plaques to Outgoing Commissioners, Committee Members, and Poet
Laureate
The City Council will present plaques to the outgoing commissioners, committee
members, and Poet Laureate in appreciation of their dedicated service to the City.

3.2 Recognition of Rabia Badar
The City Council will recognize Rabia Badar for her charitable fundraising work to benefit
those in need in and around the Dublin community and the East Bay.

3.3 Employee Introductions
New City of Dublin Staff members, Anthony Cukar, Recreation Coordinator with Parks
and Community Services, and Shane Fields, Assistant Planner with Community
Development, will be introduced.

The City Council will receive a presentation from Division Chief Bonnie Terra about
Alameda County Fire Department emergency preparedness measures.

4. PUBLIC COMMENT
At this time, the public is permitted to address the City Council on non-agendized items.
Please step to the podium and clearly state your name for the record. COMMENTS
SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or
discussion may take place on any item not appearing on the posted agenda. The Council

may respond to statements made or questions asked, or may request Staff to report back
at a future meeting concerning the matter. Any member of the public may contact the
City Clerk's Office related to the proper procedure to place an item on a future City
Council agenda. The exceptions under which the City Council MAY discuss and/or take
action on items not appearing on the agenda are contained in Government Code Section
54954.2(b)(1)(2)(3).
5. CONSENT CALENDAR
Consent Calendar items are typically non -controversial in nature and are considered for
approval by the City Council with one single action. Members of the audience, Staff or the
City Council who would like an item removed from the Consent Calendar for purposes of
public input may request the Mayor to remove the item.
5.1 Approval of January 14, 2025 Regular City Council Meeting Minutes
The City Council will consider approval of the minutes of the January 14, 2025 Regular
City Council Meeting.

5.2 Declaration of Weeds and Combustible Debris Abatement
The City Council will consider declaring that there is a public nuisance created by weeds
and combustible debris growing and accumulating upon the streets, sidewalks, and
property within the City of Dublin.
STAFF RECOMMENDATION:
Adopt the Resolution Declaring Weeds and Combustible Refuse a Public Nuisance and
Ordering the Abatement Thereof; direct Staff to notify the public of the adoption of this
Resolution; and schedule a public hearing for the April 1, 2025 City Council meeting at
which time the City Council will hear and consider objections to this abatement order.

5.3 Annual Street Resurfacing (2024 Cape Seal) Project, CIP No. STO 117 — Acceptance of
Work
The City Council will consider accepting the Annual Street Resurfacing (2024 Cape Seal)
Project. The project resurfaced a segment of Dublin Boulevard with a cape seal surface
treatment to prolong the life of the existing pavement.

5.4 Housing Element Implementation - Zoning Ordinance Amendments (PLPA-004020-
2024)
On January 14, 2025, the City Council considered City -initiated amendments to the Zoning
Ordinance to implement certain programs of the General Plan Housing Element.
Amendments are proposed to Dublin Municipal Code Chapter 8.08 (Definitions), Chapter
8.12 (Zoning Districts and Permitted Uses of Land), Chapter 8.16 (Agricultural Zoning
District), Chapter 8.20 (Residential Zoning Districts), Chapter 8.24 (Commercial Zoning
Districts), Chapter 8.45 (Emergency Shelters), Chapter 8.46 (Single Room Occupancy
Units), Chapter 8.47 (Supportive Housing), Chapter 8.50 (Transitional Housing), Chapter
8.52 (Density Bonus Regulations), Chapter 8.76 (Off -Street Parking and Loading
Regulations), Chapter 8.104 (Site Development Review), and Chapter 8.116 (Zoning
Clearance). The City Council waived the first reading and introduced the Ordinance
amending the Zoning Ordinance. The City Council is now requested to waive the second
reading and adopt the proposed Ordinance.

5.5 Planned Development Rezoning (PLPA-004094-2024)
On January 14, 2025, the City Council considered a City -initiated rezoning of four
residential properties located at 5378, 5868, 6060 and 7440 Tassajara Road from Planned
Development (PD) Residential to R- M (Multi -Family Residential) in response to the
recently certified General Plan Housing Element. Pursuant to Housing Element Program
B.18: Planned Development (PD) Zoning, City staff has reviewed vacant and underutilized
residential properties with existing PD zoning and proposes to rezone these properties to
a residential zoning district with established development standards. No development is
proposed at this time. The City Council waived the first reading and introduced the
Ordinance amending the Zoning Map and approving the proposed rezoning. The City
Council is now requested to waive the second reading and adopt the proposed Ordinance.
STAFF RECOMMENDATION:
Waive the reading and adopt the Ordinance Amending the Zoning Map and Rezoning
Property Located at 5378, 5868, 6060 and 7440 Tassajara Road from Planned Development

5.6 Tract 8650 Francis Ranch — Final Map Notice
The City Council will receive a notification of the City Engineer's pending approval of the
Final Map for Tract 8650, Francis Ranch.

5.7 City Council Participation in the 2025 St. Patrick's Day Parade
The City Council will consider participating in the 2025 St. Patrick's Day Parade by
walking as a group.
STAFF RECOMMENDATION:
Direct Staff to plan for the City Council to walk in the parade or provide other direction.

5.8 Dublin Centre Affordable Housing Agreement (PLPA-2023-00020)
The City Council will consider approving an Affordable Housing Agreement with Landsea
Homes of California, LLC, for the Dublin Centre residential project. The Affordable
Housing Agreement addresses the Applicant's alternative method of compliance with the
Inclusionary Zoning Regulations previously approved by the City Council in the project
development agreement.
STAFF RECOMMENDATION:
Adopt the Resolution Approving an Affordable Housing Agreement Between the City of

8.1 2025 Draft City of Dublin Legislative Platform
The City Council will receive a report and provide direction to Staff on the draft 2025
Legislative Platform which guides the City's response to potential and pending legislation,
policies, programs, ballot measures, mandates, and budgets at all levels of government.

Item 8.1 PowerPoint Presentation
8.2 Direction on Enhancements at Fallon Sports Park Field G
The City Council will consider potential improvements, in both the short and long term,
that will enhance the City's marketing and use of Fallon Sports Park Field G, including a
pilot program to allow advertising signage on the outfield fence. This field is the City's
singular 90-foot, lighted, regulation baseball field, is home to the Dublin Leprechauns
professional baseball team as well as the Emerald High School team, and is heavily
utilized by Dublin Little League and other local community groups.

10. ADJOURNMENT
