The project resurfaced a segment of Dublin Boulevard with a cape seal surface treatment to prolong the life of the existing pavement. STAFF RECOMMENDATION: Adopt the Resolution Accepting the Annual Street Resurfacing (2024 Cape Seal) Project, CIP No. ST0117. FINANCIAL IMPACT: The Cape Seal project is one of three projects included in the Fiscal Year 2024-25 Annual Street Resurfacing Project budget. DESCRIPTION: On June 25, 2024, the City Council awarded a construction contract in the amount of $811,000 to VSS International, Inc. for the Annual Street Resurfacing (2024 Cape Seal) Project, CIP No. ST0117. Cape seal treatments are a versatile and effective preventative maintenance technique used to prolong the life of asphalt concrete roadway pavement. As streets begin to show wear and stress cracks, it is important to seal the cracks to keep water from getting under the roadway pavement. A cape seal is a two-step pavement treatment method that combines an asphalt rubber chip seal (fine aggregates) with a slurry seal (sand/oil mixture). This seals cracks and provides a new uniform wearing surface improving ride quality. The 2024 project resurfaced an approximately 1.7-mile portion of Dublin Boulevard between Silvergate Drive and Marshall Canyon Drive with a cape seal surface treatment, as shown on the location map below. The total project included approximately 337,000 square feet of cape seal treatment. Figure 1. Location Map Page 2 of 3 2 Staff has determined that the project is complete and recommends that the City Council accept the project and begin the warranty period. STRATEGIC PLAN INITIATIVE: None. NOTICING REQUIREMENTS/PUBLIC OUTREACH: The City Council Agenda was posted. A copy of this Staff Report was provided to VSS International, Inc. and to the Independent Watchdog Committee of the Alameda County Transportation Commission. XX - 25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ACCEPTING THE ANNUAL STREET RESURFACING (2024 CAPE SEAL) PROJECT, CIP NO. ST0117 WHEREAS, on June 25, 2024, the City entered into a Construction Contract with VSS International, Inc. for the Annual Street Resurfacing (2024 Cape Seal) Project, that resurfaced a 1.7-mile segment of Dublin Boulevard; and WHEREAS, said improvements have been completed in accordance with plans and specifications, and any approved modifications thereof, to the satisfaction of the City Engineer of the City of Dublin; and WHEREAS, as a condition of the contract, VSS International, Inc. is required to warranty the improvements for a period of one year following the completion of the work and maintain a maintenance bond in the amount of 10% of the final contract value. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Dublin does hereby accept the Annual Street Resurfacing (2024 Cape Seal) Project, CIP No. ST0117 and authorize Staff to file a Notice of Completion with Alameda County. BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby authorize the City Manager, or designee, to release the retention, if after 35 days of filing the Notice of Completion there are no subcontractor claims. BE IT FURTHER RESOLVED that the City Council of the City of Dublin does hereby authorize the City Manager, or designee, to release the maintenance bond at the end of the one- year warranty period. {Signatures on the following page} Reso. No. XX-25, Item X.X Adopted 02/04/2025 Page 2 of 2 5 Attachment 2 Number — STO 117 ANNUAL STREET RESURFACING Program — STREETS PROJECT DESCRIPTION This project provides for the design and construction of a variety of pavement resurfacing treatments, from slurry seal to major rehabilitation and reconstruction of streets and resurfacing of bridge decks. The project also includes installation of new or upgrades of existing ADA curb ramps on roads that are reconstructed or receive an asphalt concrete overlay. Streets are selected for improvements based on the City's Pavement Management System to optimize the pavement condition in relation to the available budget. The City owns and maintains approximately 148 centerline miles of streets. The Metropolitan Transportation Commission groups Pavement Condition Index (PCI) ratings into the following categories: 80-100 Very Good -Excellent; 70-79 Good, 60-69 Fair, 50-59 At Risk, 25-49 Poor, and 0-24 Failed. The City of Dublin is rated very good with a three-year moving average PCI of 80. PROJECT TIMELINE: The project is currently in various stages of design or construction. Improvements are typically constructed each year between spring and fall.
