A full video recording of the meeting with the agenda items indexed and time stamped is available on the City's website at: https://dublin.ca.gov/ccmeetings Pursuant to Government Code §54953(b), this meeting included the following teleconference location: • Councilmember Morada attended the Regular Meeting via teleconference from Marriott Dallas Uptown, Lobby, 3033 Fairmount Street, Dallas, Texas, 75201. All votes during the remote session were conducted by roll call vote. REGULAR MEETING 7:00 PM A Regular Meeting of the Dublin City Council was held on Tuesday, January 14, 2025, in the City Council Chamber. The meeting was called to order at 7:00 PM, by Mayor Hu. I) CALL TO ORDER Attendee Name Status Dr. Sherry Hu, Mayor Kashef Qaadri, Vice Mayor Jean Josey, Councilmember Michael McCorriston, Councilmember John Morada, Councilmember Present Present Present Present Present via Zoom 2) PLEDGE OF ALLEGIANCE Mayor Hu reported Councilmember Morada was participating remotely via teleconference, that pursuant to Government Code §54953(b) the meeting location was posted on the agenda, the agenda was posted at the teleconference location 72 hours before the meeting, and all votes during the teleconference session would be conducted by roll call vote. 3) PRESENTATIONS AND PROCLAMATIONS 3.1) Presentation and Poem Reading from City of Dublin Poet Laureate The City Council received a brief presentation and original poem reading by Richard Deets, City of Dublin Poet Laureate. DUBLIN CITY COUNCIL MINUTES REGULAR MEETING JANUARY 14, 2025 Docusign Envelope ID: 3603B34D-EADD-4AD4-B4EA-C716613185B6 3.2) Lunar New Year Proclamation The City Council presented the Lunar New Year proclamation. 3.3) 2024 Sponsor Recognition The City Council recognized sponsors that contributed to City events, programs, and facilities in 2024. 3.4) Recognition of the Altamont Cruisers Car Club for their Donation to Dublin Police Services The City Council recognized the Altamont Cruisers Car Club for their recent donation of $3,500. The donation will be used for operating supplies for the Crime Prevention Unit. Councilmember Morada left the meeting due to technical issues at 7:22 PM. 3.5) Recognition of the 2024 "Deck the Homes" Holiday Home Decorating Contest Winners The City Council received a presentation on the 2024 "Deck the Homes" Holiday Home Decorating Contest and presented Certificates of Recognition to the winners. Mayor Hu called for a break at 7:25 PM. Mayor Hu reconvened the meeting at 7:28 PM and Councilmember Morada returned. 3.6) Employee Introduction New City of Dublin Staff member, Robert Magno, Assistant Civil Engineer with the Public Works Department, was introduced. 4) PUBLIC COMMENT Mike Grant provided public comment. Shirley Lewandowski provided public comment. John Cameron provided public comment. Angela Tucker provided public comment. DUBLIN CITY COUNCIL MINUTES REGULAR MEETING JANUARY 14, 2025 Docusign Envelope ID: 3603B34D-EADD-4AD4-B4EA-C716613185B6 5) CONSENT CALENDAR 5.1) Approved the December 17, 2024 Regular City Council Meeting Minutes. 5.3) Adopted Resolution No. 01-25 titled, "Directing Preparation of the Annual Engineer's Reports for Street Lighting Maintenance District 1983-1, Landscape and Lighting District 1983-2, Landscape and Lighting District 1986-1, Landscape and Lighting District 1997-1, and Street Lighting Maintenance District 1999-1." 5.4) Approved the Mayor's recommendation of Deputy City Manager Hazel Wetherford as the Dublin representative on the Tri-Valley Community Television Board of Directors. 5.5) Approved the artwork proposal by Trumark Homes for the Francis Ranch development project designed by artist Eric Powell. 5.8) Adopted Resolution No. 04-25 titled, "Amending the Classification Plan;" and Resolution No. 05-25 titled, "Amending the Salary Plan for Part -Time Personnel." On a motion by Councilmember McCorriston, seconded by Vice Mayor Qaadri, and by unanimous roll call vote, the City Council adopted the Consent Calendar items, except for items 5.2, 5.6, and 5.7. RESULT: ADOPTED [UNANIMOUS] MOVED BY: Michael McCorriston, Councilmember SECOND: Kashef Qaadri, Vice Mayor AYES: Hu, Josey, McCorriston, Qaadri, Morada 5.2) Annual Proclamation Item 5.2 was pulled from the Consent Calendar by Mayor Hu for further discussion and for public comment. Brent Songey provided public comment. By consensus, the City Council directed Staff to bring a discussion regarding recognizing sports achievements to a future meeting. On a motion by Councilmember Josey and seconded by Vice Mayor Qaadri, and by unanimous roll call vote, the City Council accepted the Official List of Proclamations and approved the Annual Proclamation. On a motion by Councilmember Josey and seconded by Councilmember McCorriston, and by unanimous roll call vote, the City Council adopted Resolution No. 02-25 titled, "Waiving Site Development Review and Approving the Agreement Between the City of Dublin and County of Alameda Regarding the Enforcement of Conditions of Approval for the Alameda County Fire Training Center." RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Councilmember SECOND: Michael McCorriston, Councilmember AYES: Hu, Josey, McCorriston, Qaadri, Morada 5.7) Acceptance of California Department of Justice Tobacco Grant Program Item 5.7 was pulled from the consent calendar by Councilmember Morada for clarifying questions. On a motion by Vice Mayor Qaadri and seconded by Councilmember McCorriston, and by unanimous roll call vote, the City Council adopted Resolution No. 03-25 titled, "Authorizing the City Manager to Enter into a Memorandum of Understanding Accepting the Grant Award from the California Department of Justice Under the California Healthcare, Research and Prevention Tobacco Tax Act of 2016. Mayor Hu opened the Public Hearing. Shirley Lewandowski provided public comment. Ruhama Tereda provided public comment. Mayor Hu closed the Public Hearing. On a motion by Vice Mayor Qaadri, seconded by Councilmember Josey, and by unanimous roll call vote, the City Council waived the reading, and introduced the Ordinance Approving Amendments to the Dublin Municipal Code Chapter 8.08 (Definitions), Chapter 8.12 (Zoning Districts and Permitted Uses of Land), Chapter 8.16 (Agricultural Zoning District), Chapter 8.20 (Residential Zoning Districts), Chapter 8.24 (Commercial Zoning Districts), Chapter 8.45 (Emergency Shelters), Chapter 8.46 (Single Room Occupancy Units), Chapter 8.47 (Supportive Housing), Chapter 8.50 (Transitional Housing), Chapter 8.52 (Density Bonus Regulations), Chapter 8.76 (Off -Street Parking and Loading Regulations), Chapter 8.104 (Site Development Review), and Chapter 8.116 (Zoning Clearance). RESULT: INTRODUCED [UNANIMOUS] MOVED BY: Kashef Qaadri, Vice Mayor SECOND: Jean Josey, Councilmember AYES: Hu, Josey, McCorriston, Qaadri, Morada 6.2) Planned Development Rezoning (PLPA-4094-2024) The City Council received a presentation on city -initiated rezoning of four residential properties in response to the recently certified General Plan Housing Element. Mayor Hu opened the Public Hearing. Upon receiving no public comment, Mayor Hu closed the Public Hearing. On a motion by Councilmember McCorriston, seconded by Councilmember Josey, and by a four -to -one roll call vote, the City Council waived the reading, and introduced the Ordinance Amending the Zoning Map and Rezoning Property Located at 5378, 5868, 6060, and 7440 Tassajara Road from Planned Development (PD) to R-M (Multi -Family Residential). Mayor Hu opened the Public Hearing. Upon receiving no public comment, Mayor Hu closed the Public Hearing. On a motion by Councilmember Josey, seconded by Vice Mayor Qaadri, and by unanimous roll call vote, the City Council adopted Resolution No. 06-25 titled, "Approving a General Plan Amendment to Update the Economic Development Element." RESULT: ADOPTED [UNANIMOUS] MOVED BY: Jean Josey, Councilmember SECOND: Kashef Qaadri, Vice Mayor AYES: Hu, Josey, McCorriston, Qaadri, Morada 7) UNFINISHED BUSINESS 7.1) Update on the Dublin Boulevard Extension Project and Agreement with Gray - Bowen -Scott for Project Management Services The City Council received a presentation regarding an update on the Dublin Boulevard Extension Project, which will extend Dublin Boulevard approximately 1.5 miles eastward through unincorporated Alameda County and connect to North Canyons Parkway in Livermore, from its current terminus at Fallon Road. Shirley Lewandowski provided public comment. On a motion by Councilmember McCorriston, seconded by Vice Mayor Qaadri, and by unanimous roll call vote, the City Council adopted Resolution No. 07-25 titled, "Approving an Agreement with Gray -Bowen -Scott for Project Management Services," directed Staff to DUBLIN CITY COUNCIL MINUTES REGULAR MEETING JANUARY 14, 2025 Docusign Envelope ID: 3603B34D-EADD-4AD4-B4EA-C716613185B6 report to the City Council annually on the agreement, and approved the budget change.
