All votes during the teleconference session will be conducted by roll call vote. The teleconference location is accessible to the public and the agenda will be posted at the teleconference location 72 hours before the meeting. REGULAR MEETING 7:00 PM Additional Meeting Procedures This City Council meeting will be broadcast live on Comcast T.V. channel 28 beginning at 7:00 p.m. This meeting will also be livestreamed at www.tv30.org and on the City's website at: https://dublin.ca.gov/ccmeetings For the convenience of the City and as a courtesy to the public, members of the public who wish to offer comments electronically have the option of giving public comment via Zoom, subject to the following procedures: ❑ Fill out an online speaker slip available at www.dublin.ca.gov. The speaker slip will be made available at 10:00 a.m. on Tuesday, January 14, 2025. Upon submission, you will receive Zoom link information from the City Clerk. Speakers slips will be accepted until the staff presentation ends, or until the public comment period on non -agenda items is closed. ❑ Once connected to the Zoom platform using the Zoom link information from the City Clerk, the public speaker will be added to the Zoom webinar as an attendee and muted. The speaker will be able to observe the meeting from the Zoom platform. January 14, 2025 Dublin City Council Regular Meeting Agenda ❑ When the agenda item upon which the individual would like to comment is addressed, the City Clerk will announce the speaker in the meeting when it is their time to give public comment. Staff Report Attachment 1 - 2024 City of Dublin Sponsor List Item 3.3 PowerPoint Presentation 3.4 Recognition of the Altamont Cruisers Car Club for their Donation to Dublin Police Services The City Council will recognize the Altamont Cruisers Car Club for their recent donation of $3,500. The donation will be used for operating supplies for the Crime Prevention Unit. STAFF RECOMMENDATION: Formally accept the donation and present a Certificate of Recognition to the donor. STAFF RECOMMENDATION: Present the Certificates. STAFF RECOMMENDATION: Welcome the new City of Dublin Staff member. Staff Report 4. PUBLIC COMMENT At this time, the public is permitted to address the City Council on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk's Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the City Council MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 5. CONSENT CALENDAR Consent Calendar items are typically non -controversial in nature and are considered for approval by the City Council with one single action. Members of the audience, Staff or the City Council who would like an item removed from the Consent Calendar for purposes of public input may request the Mayor to remove the item. 5.1 Approval of December 17, 2024 Regular City Council Meeting Minutes The City Council will consider approval of the minutes of the December 17, 2024 Regular City Council Meeting. STAFF RECOMMENDATION: Approve the minutes of the December 17, 2024 Regular City Council Meeting. STAFF RECOMMENDATION: Approve the Mayor's recommendation of Deputy City Manager Hazel Wetherford as the Dublin representative on the Tri-Valley Community Television Board of Directors. Staff Report 5.5 Francis Ranch Development Public Art The City Council will consider approving Trumark Homes' proposal for public art at the Francis Ranch development project that is now under construction. The proposed artwork, designed by artist Eric Powell, would be located in future public spaces, which the developer is constructing as part of the project. STAFF RECOMMENDATION: Consider approving the artwork proposal by Trumark Homes for the Francis Ranch development project. Staff Report Attachment 1- Artwork Design Proposal by Artist Eric Powell January 14, 2025 Dublin City Council Regular Meeting Agenda 5.6 Alameda County Fire Training Center The City Council will receive a report and consider waiving Site Development Review and entering into an agreement with the County of Alameda regarding enforcement of conditions of approval for the proposed Alameda County Fire Training Center. The project would construct a 7,791-square-foot classroom/administration building, 5,741- square-foot five -story training tower, 915-square-foot Self -Contained Breathing Apparatus/restroom building, 42 parking spaces, and related site improvements on County -owned land located at 5053 Gleason Drive. The County of Alameda, as lead agency for the California Environmental Quality Act, has prepared a Mitigated Negative Declaration for the project. STAFF RECOMMENDATION: Receive the report and adopt the Resolution Waiving Site Development Review and Approving the Agreement Between the City of Dublin and County of Alameda Regarding the Enforcement of Conditions of Approval for the Alameda County Fire Training Center. This grant will support increased enforcement of state laws and City ordinances related to the illegal sales and marketing of tobacco, or other nicotine related products, including e-cigarettes, to minors for three fiscal years. The grant will also assist in tobacco -related education provided to minors and local businesses. STAFF RECOMMENDATION: Adopt the Resolution Authorizing the City Manager to Enter Into a Memorandum of Understanding Accepting the Grant Award from the California Department of Justice Under the California Healthcare, Research and Prevention Tobacco Tax Act of 2016. PUBLIC HEARING 6.1 Housing Element Implementation - Zoning Ordinance Amendments (PLPA-4020- 2024) The City Council will consider City -initiated amendments to the Zoning Ordinance to implement certain programs of the General Plan Housing Element. Amendments are proposed to Dublin Municipal Code Chapter 8.08 (Definitions), Chapter 8.12 (Zoning Districts and Permitted Uses of Land), Chapter 8.16 (Agricultural Zoning District), Chapter 8.20 (Residential Zoning Districts), Chapter 8.24 (Commercial Zoning Districts), Chapter 8.45 (Emergency Shelters), Chapter 8.46 (Single Room Occupancy Units), Chapter 8.47 (Supportive Housing), Chapter 8.50 (Transitional Housing), Chapter 8.52 (Density Bonus Regulations), Chapter 8.76 (Off -Street Parking and Loading Regulations), Chapter 8.104 (Site Development Review), and Chapter 8.116 (Zoning Clearance) . The City Council will also consider an exemption from the requirements of the California Environmental Quality Act. Staff Report Attachment 1- Ordinance Approving Amendments to the Zoning Ordinance Attachment 2 - Redline Zoning Ordinance Amendments January 14, 2025 Dublin City Council Regular Meeting Agenda 6 Attachment 3 - Planning Commission Resolution No. 24-09 Recommending City Council Approval of Amendments to the Zoning Ordinance Item 6.1 PowerPoint Presentation 6.2 Planned Development Rezoning (PLPA-4094-2024) The City Council will consider a City -initiated rezoning of four residential properties located at 5378, 5868, 6060, and 7440 Tassajara Road from Planned Development (PD) Residential to R-M (Multi -Family Residential) in response to the recently certified General Plan Housing Element. Pursuant to Housing Element Program B.18: Planned Development (PD) Zoning, City staff has reviewed vacant and underutilized residential properties with existing PD zoning and proposes to rezone these properties to a residential zoning district with established development standards. No development is proposed at this time. The City Council will also consider an exemption from the requirements of the California Environmental Quality Act. STAFF RECOMMENDATION: Conduct the public hearing, deliberate, waive the reading, and INTRODUCE the Ordinance Amending the Zoning Map and Rezoning Property Located at 5378, 5868, 6060, and 7440 Tassajara Road from Planned Development (PD) to R-M (Multi -Family Residential). UNFINISHED BUSINESS 7.1 Update on the Dublin Boulevard Extension Project and Agreement with Gray -Bowen - Scott for Project Management Services The City Council will receive an update on the Dublin Boulevard Extension Project, which will extend Dublin Boulevard approximately 1.5 miles eastward through unincorporated Alameda County and connect to North Canyons Parkway in Livermore, from its current terminus at Fallon Road. The City Council will also consider approving an agreement with Gray -Bowen -Scott for Project Management Services. STAFF RECOMMENDATION: Receive the report, adopt the Resolution Approving an Agreement with Gray -Bowen -Scott for Project Management Services, and approve the budget change.
