REGULAR MEETING 7:00 PM
A Regular Meeting of the Dublin City Council was held on Tuesday, December 17, 2024, in
the City Council Chamber. The meeting was called to order at 7:06 PM, by Mayor
McCorriston.

3.1) Presentation from Visit Tri-Valley
The City Council received a presentation from Tracy Farhad, President and CEO of Visit Tri-
Valley, about a proposed multi -use event center in the City of Dublin.
Tim Sbranti provided public comment.
David Haubert provided public comment.

5) CONSENT CALENDAR
5.1) Approved the minutes of the December 3, 2024 Regular City Council Meeting.
5.2) Approved the 2025 City Council Meeting Calendar.
5.3) Received the Annual Comprehensive Financial Report (ACFR) for the Fiscal Year
ending June 30, 2024 and the following supplemental reports: 1) a compliance audit
of Alameda County Transportation Commission Measure B Funds; 2) a compliance
audit of Alameda County Transportation Commission Measure BB Funds; 3) a
compliance audit of Alameda County Transportation Commission Measure F Fund
Vehicle Registration Fee Program; 4) a compliance audit of the State of California
Transportation Development Act (TDA) Fund; 5) a compliance examination of the
American Rescue Plan Act (ARPA) Fund; 6) review of the City's Annual
Appropriations Limit Calculation; and 7) a report on Internal Controls.
5.4) Accepted the Annual Report of Developer Impact Fee Funds Deposits; adopted
Resolution No. 144-24 titled, "Making Findings Regarding Unexpended Traffic Impact
Fees for Fiscal Year 2023-24;" and approved the budget change.
5.5) Received the report of payments issued from November 1, 2024 - November 30,
2024, totaling $10,169,496.85.
5.6) Adopted Resolution No. 145-24 titled, "Amending the Classification Plan."
On a motion by Councilmember Josey, seconded by Councilmember Thalblum, and by
unanimous roll call vote, the City Council adopted the Consent Calendar.

8.1) Certification of November 5, 2024 Election Results
The City Council received a presentation on the November 5, 2024 election results for the
offices of Mayor, City Councilmember - District 1, City Councilmember - District 3, and
Measures II and JJ.
On a motion by Councilmember Qaadri, seconded by Councilmember Thalblum, and by
unanimous roll call vote, the City Council adopted Resolution No. 146-24 titled, "Reciting the
Facts of the General Municipal Election Held on November 5, 2024, Declaring the Results
Thereof, and Such Other Matters as are Provided by Law; declared Ordinance No. 14-24
titled, "Amending a Provision of the Dublin General Plan that was Added by the Dublin Open
Space Initiative of 2014," duly adopted by the people; and, declared Ordinance No. 15-24
titled, "Adopting the Dublin Government Accountability Act," duly adopted by the people.

8.2) Presentation to Outgoing Councilmember Janine Thalblum
The City Council made presentations to outgoing Councilmember Janine Thalblum, in
appreciation of her dedicated service to the City.
Councilmember Thalblum received recognition from Caroline Francois on behalf of
Congressman DeSaulnier's office, Rosa Rodriguez on behalf of Assemblymember Ortega's
Office, Lauren Howe on behalf of Assemblymember Bauer-Kahan's Office, BART Director
Melissa Hernandez, and Alameda County Supervisor David Haubert.
Councilmember Thalblum left the dais.
8.3) Administration of Oath of Office to Councilmembers-elect Michael McCorriston
and .bhn Morada and Mayor -elect Sherry Hu
The Oath of Office was administered to Councilmembers-elect Michael McCorriston and
John Morada and Mayor -elect Sherry Hu.
Councilmembers McCorriston and Morada, and Mayor Hu took their seats at the dais.
8.4) Selection of Vice Mayor
The City Council's policy is to select, in December of each year, a member of the City Council
to serve as Vice Mayor for a period of one year. In the absence of the Mayor, the Vice Mayor
would become Mayor Pro Tempore and would assume the temporary responsibilities of the
Mayor.

Mayor Hu nominated Councilmember Kashef Qaadri as Vice Mayor.
On a motion by Councilmember McCorriston, seconded by Councilmember Josey, and by
unanimous vote, Councilmember Qaadri was appointed to serve as Vice Mayor for a one-
year period from December 2024 - December 2025.

8.5) Mayor's Appointment to City Com m issions and Committees
Mayor Hu recommended the following appointments:
Heritage and Cultural Arts Commission
Shweta Agrawal, Jain Archana, Dashrath Sankhe, and Julia Tomtania each to four-year terms
which expire December 2028; and alternate Victoria Liu to a two-year term which expires in
December 2026.
Human Services Commission
Vasanth Chetan, Siyu Henningsen, and Adam Lumia each to four-year terms which expire
December 2028; and alternates Bradyn Shaw and Naveena Rudrapada each to two-year
terms which expire in December 2026.
Parks and Community Services Commission
Racheal Matheny and Pradeep Routra each to four-year terms which expire December 2028;
and alternates Pawan Sohi and Sumit Aneja each to two-year terms which expire in
December 2026.
Planning Commission
Srinivas Badami, Guanghui Han, and Jaisena Prasath each to four-year terms which expire
December 2028; and alternates John Wu and Suresh Puli each to two-year terms which
expire December 2026.
Senior Center Advisory Committee
Steve Kau and Tao Luo each to four-year terms which expire December 2028; and alternates
Michael Goldstein and Regis Harvey each to two-year terms which expire December 2026.
On a motion by Vice Mayor Qaadri, seconded by Councilmember McCorriston, and by a four -
to -one roll call vote, the City Council confirmed Mayor Hu's appointments to the various
commissions and committees.

8.6) City Council Committee Appointments and Assignments
Each member of the City Council represents the City of Dublin on various local and
regional boards, committees, and commissions. The City Council discussed the Mayor's
proposed appointments.
On a motion by Councilmember McCorriston, seconded by Councilmember Josey, and by
unanimous vote, the City Council adopted Resolution No. 147-24 titled, "Confirming the
Mayor's Appointments to Various Local and Regional Boards, Committees, and
Commissions," with Exhibit A amended to appoint Councilmembers Josey and McCorriston
as members and Mayor Hu as alternate to Livermore-Amador Valley Transit Authority
(LAVTA), and appoint Mayor Hu as alternate for AVA Community Energy; and directed Staff
to notify affected agencies, as appropriate.

8.7) Appointment of City of Dublin Historian and Poet Laureate
The City Council considered the appointment of a City of Dublin Historian to a term from
January 1, 2025 to December 31, 2028, and Poet Laureate for a term from January 1, 2025 to
December 31, 2026.
On a motion by Councilmember Josey, seconded by Councilmember Morada, and by
unanimous vote, the City Council confirmed the Mayor's re -appointment of Steve Minniear
to the position of City of Dublin Historian and appointment of Richard Deets to the position
of City of Dublin Poet Laureate.

9) CITY MANAGER AND CITY COUNCIL REPORTS
The City Council and Staff provided brief information -only reports, including committee
reports and reports related to meetings attended at City expense (AB1234).
By consensus, the City Council agreed to formally name the City Council Chamber after Pete
Snyder, Dublin's first Mayor; directed Staff to move forward with putting a flagpole at Fallon
Sports Park; and directed Staff to invite five students from the Dashrath Sankhe Cricket
Academy (DSCA) cricket team and USA Cricket Men's U19 Squad member, Advaith Krishna
to a future Council meeting to receive certificates of recognition.
10) ADJOURNMENT
Mayor Hu adjourned the meeting at 8:59 PM.
