Regular Meeting: December 3, 2024
The following are minutes of the actions taken by the City of Dublin City Council. A full video
recording of the meeting with the agenda items indexed and time stamped is available on
the City's website at: https://dublin.ca.gov/ccmeetings
Pursuant to Government Code §54953(b), this meeting included the following teleconference
location:
• Councilmember Qaadri attended the Regular Meeting via teleconference from Aria F sort and
Hotel — Business Center, 3730 Las Vegas Elvd South, Las Vegas NV 89159
All votes during the remote session were conducted by roll call vote.
REGULAR MEETING 7:00 PM
A Regular Meeting of the Dublin City Council was held on Tuesday, December 3, 2024, in
the City Council Chamber. The meeting was called to order at 7:00 PM, by Mayor
McCorriston.

Mayor McCorriston reported Councilmember Qaadri was participating remotely via teleconference,
that pursuant to Government Code §54953 (b), the meeting location was posted on the agenda
and the agenda was posted at the teleconference location 72 hours before the meeting, and
all votes during the teleconference session would be conducted by roll call vote.
3) PRESENTATIONS AND PROCLAMATIONS
3.1) Recognition of 2024 Inside Dublin Participants
The City Council recognized the participants of the City's 2024 Inside Dublin program.

3.2) Presentation of Banners to 2024 Military Banner Program Honorees
The City Council presented the 2024 Military Banner Program honorees with their
individual banners.

5) CONSENT CALENDAR
5.1) Approved the minutes of the November 19, 2024 Regular City Council Meeting.
5.2) Adopted Resolution No. 138-24 titled, "Approving an Amendment to the Agreement
with Advanced Integrated Pest Management for Pest Control Services."
5.3) Adopted Resolution No. 139-24 titled, "Approving an Amendment to the Agreement
with EOA, Inc. for Stormwater NPDES Implementation Assistance."
5.4) Adopted Resolution No. 140-24 titled, "Approving an Amendment to the Agreement
with Francisco & Associates, Inc. for Acquisition Audit Services and Administration
Services."
5.5) Waived the second reading and adopted Ordinance No. 13-24 titled, "Levying Special
Taxes Within City of Dublin Community Facilities District No. 2024-1 (Dublin
Centre)."
5.6) Adopted Resolution No. 141-24 titled, "Authorizing Application for, and Receipt of
Local Housing Trust Fund Program Funds for the Regional Street Senior Affordable
Housing Project," and Resolution No. 142-24 titled, "Authorizing Application for, and
Receipt of Local Housing Trust Fund Program Funds for the Amador Station Project."
5.7) Adopted Resolution No. 143-24 titled, "Approving an Amendment to the Terms of the
Affordable Housing Assistance Agreement Between the City of Dublin and
Corona/Ely Ranch, Inc."
On a motion by Councilmember Josey, seconded by Vice Mayor Hu, and by unanimous roll
call vote, the City Council adopted the Consent Calendar.

6) PUBLIC HEARING
6.1) Assembly Bill 562 (2013) Five -Year Outcome Report on Economic
Development Subsidy Provided to Bicentennial Square Partners
The City Council received a report on the outcome of the first five-year period of the
economic development business incentive, Sales Tax Reimbursement Program, with
Bicentennial Square Partners for the retention of Graybar Electric Company.
Mayor McCorriston opened the Public Hearing.
Upon receiving no public comment, Mayor McCorriston closed the Public Hearing.

8) NEW BUSINESS
8.1) Informational Report on Accessory Dwelling Units
The City Council received an informational report on accessory dwelling units, including use
of the City's permit -ready prototype plans, impact and building permit fee waivers, and
production.
Mayor McCorriston opened the public comment period.
Upon receiving no public comment, Mayor McCorriston closed the public comment period.
By consensus, the City Council directed Staff to enhance the City's website with resources
about additional accessory dwelling unit options.
8.2) Francis Ranch Parks— Conceptual Designs
The City Council received a presentation regarding the conceptual designs for the two 5.5-
acre Francis Ranch neighborhood parks.
Mayor McCorriston opened the public comment period.
Upon receiving no public comment, Mayor McCorriston closed the public comment period.

On a motion by Councilmember Thalblum, seconded by Councilmember Josey, and by
unanimous roll call vote, the City Council approved the conceptual designs for the Francis
Ranch neighborhood parks.

9) CITY MANAGER AND CITY COUNCIL REPORTS
The City Council and Staff provided brief information -only reports, including committee
reports and reports related to meetings attended at City expense (AB1234).
By consensus, the City Council directed Staff to look into placing a lit flagpole on the corner
of Fallon and Central at Fallon Sports Park and to explore the cost and feasibility of adding
the word "Dublin" to the Iron Horse Trail Bridge.
10) ADJOURNMENT
Mayor McCorriston adjourned the meeting at 8:33 PM.
