STAFF RECOMMENDATION: Approve the minutes of the May 24, 2022 Special Disaster Council Meeting. 5. ACTION ITEMS 5.1 Approval of Dublin CERT Academy The Disaster Council will consider approving the Dublin Community Emergency Response Team (CERT) Academy. Disaster Service Worker activities such as this training require prior approval by the City’s Disaster Council pursuant to 19 CA Code of Regs 2573.1(b)(2). STAFF RECOMMENDATION: Approve the Dublin Community Emergency Response Team (CERT) Academy. 6. Additional information was provided in the attached Staff Report regarding the CERT Skills Trainings. Motion by Director of Emergency Services Smith, seconded by Chair Hernandez. The City Disaster Council approved the CERT Skills Trainings, as presented, scheduled for August 13 and in Quarter 3 of 2022. 5. STAFF RECOMMENDATION: Approve the 2024 Dublin CERT Academy. FINANCIAL IMPACT: The City contracts for Fire Services with Alameda County Fire Department (ACFD). This contract includes the costs for ACFD to provide disaster preparedness training and support, which includes support for the City’s CERT Program. DESCRIPTION: In 2021, the City launched the Community Emergency Response Team (CERT) Program. CERT is a nationally supported initiative, organized by the Federal Emergency Management Agency (FEMA). Dublin’s CERT Program is coordinated through the Alameda County Fire Department (ACFD), who manages CERT Academies. In 2021 and 2022, the City CERT Skills Trainings were completed via a hybrid approach due to the COVID-19 pandemic. For this year’s program, ACFD is returning to the traditional method of in-person classes for their academies. Pursuant to the California Code of Regulations, Title 19, Section 2573(b)(2), the accredited disaster council (i.e., City Disaster Council) shall ensure disaster training is approved, documented, and supervised, and shall ensure disaster training is commensurate with the duties of the disaster service worker volunteer. CERT members are considered Disaster Page 2 of 2 Service Worker (DSW) volunteers. The CERT Academy will take place over three days and will be held on Thursday, March 21, Saturday, March 23, and Saturday, March 30. The Academy will be held at the Alameda County Office of Emergency Services building. The proposed agenda for the training can be found in Attachment 1. ACFD Emergency Preparedness Manager Lincoln Casimere will oversee the training, with assistance from other ACFD Staff. Next Steps Following approval by the Disaster Council, ACFD will proceed with holding the 2024 Dublin CERT Academy. STRATEGIC PLAN INITIATIVE: None.
