EXECUTIVE SUMMARY:
The City Council will consider approval of the minutes of the March 1, 2024, Special City Council
Meeting and March 5, 2024, Regular City Council Meeting.
STAFF RECOMMENDATION:
Approve the minutes of the March 1, 2024, Special City Council Meeting and March 5, 2024,
Regular City Council Meeting.

The City Council will consider approval of the minutes of the March 1, 2024, Special City Council
Meeting and March 5, 2024, Regular City Council Meeting.

A Special Meeting of the Dublin City Council was held on Friday, March 1, 2024, in Ambrose
Hall at the Shannon Community Center. The meeting was called to order at 2:11 PM, by Mayor
Hernandez.
1. CALL TO ORDER AND PLEDGE OF ALLEGIANCE

2. PUBLIC COMMENT —None.
3. WELCOME AND OVERVIEW OF AGENDA
The City Council reviewed the agenda for the day with facilitator Dan Rich from Renne
Public Management Group.
4. REVIEW MISSION, VISION, AND VALUES AND CITY COUNCIL NORMS
The City Council discussed the City's Mission, Vision, and Values and City Council Norms.
By consensus, the City Council proposed amendments to the mission to be brought back to a
future Regular City Council meeting for adoption. The proposed updated Mission is:
The City of Dublin promotes and supports a high quality of life, ensures a safe, secure, and
sustainable environment, fosters new opportunities, and champions a culture of diversity,
equity, and inclusion.
5. REVIEW OF 2022-23 ACCOMPLISHMENTS
The City Council reviewed and celebrated accomplishments from 2022-2024.
6. DISCUSSION OF OPERATING AND CAPITAL BUDGETS

The City Council received presentations on the Fiscal Years 2024-2025 and 2025-2026
operating budget and the capital projects and CIP budget.
Mayor Hernandez called for a break at 4:21 p.m.
Mayor Hernandez reconvened the meeting at 4:34 p.m.
7. DISCUSS STRATEGIC PLAN STRATEGIES AN D OB.ECTIVESFOR 2024-2026
The City Council received a presentation on the proposed five strategic priorities. The City
Council discussed the priorities and objectives and provided feedback to Staff.
Mayor Hernandez left the meeting at 6:05 p.m.
By consensus the City Council agreed to re -order the values in the Mission, Vision, Value to
be listed alphabetically.
Vice -Mayor Hu adjourned the meeting at 6:46 PM.

3) PRESENTATIONS AND PROCLAMATIONS
3.1) 2023 Volunteer Recognition W inners
The City Council recognized Troy Matheny as the 2023 Young Citizen of the Year, Michael and
Tammy Goldstein for Citizen of the Year, and Dublin Partners in Education for Organization of
the Year. Lieutenant Misty Carausu, Captain Miguel Campos, and Dublin Police Services —
Investigative Unit were recognized for receiving the Mayor's Award, and Margaret Liang
received the Mayor's Legacy Award.
3.2) American Red Cross Month Proclamation
The City Council presented a proclamation for American Red Cross Month.
3.3) March for Meals Month Proclamation
The City Council presented a proclamation for March for Meals Month.
3.4) Ramadan Proclamation
The City Council presented a proclamation for Ramadan.
3.5) Prescription Drug Abuse Awareness Month Proclamation
The City Council presented a proclamation for Prescription Drug Abuse Awareness Month.
3.6) St. Patrick's Day Celebration Preview
The City Council received a presentation that previewed the 40th St. Patrick's Day Celebration
held the weekend of March 15-17, 2024.
4) PUBLIC COMMENT
Brent Songey provided public comment.
5) CONSENT CALENDAR
5.1) Approved the February 20, 2024 Regular City Council Meeting Minutes.
5.2) Adopted Resolution No. 15-24 titled, "Approving an Agreement with Whitewater West
Industries, Ltd. for Waterslide and Aquatic Play Structure Maintenance and Repair
Services." and approve the budget change.
5.3) Adopt Resolution No. 16-24 titled, "Approving the Second Amendment to the Consulting
Services Agreement Between the City of Dublin and TriValley Internet, Inc. dba Terzetto

5.4) Waived the reading and adopted Ordinance No. 01-24 titled, "Adding Section 1.04.035 to
the Dublin Municipal Code to Declare Certain Violations to Be Public Nuisances."
Tom Evans provided public comment.
Jeanine Gillengerten provided public comment.
5.5) Approved the renaming of the Regional Meeting Room at the Dublin Civic Center to the
Bray Community Room.
5.6) Approved the Agreement for Legal Services with Redwood Public Law, LLP.
On a motion by Vice Mayor Hu, seconded by Councilmember Josey, and by unanimous vote, the
City Council adopted the Consent Calendar.

The City Council received a presentation regarding the 2024 Legislative Platform.
Mayor Hernandez opened the public comment period.
Brent Songey provided public comment.
Shirley Lewandowski provided public comment.
Mayor Hernandez closed the public comment period.
On a motion by Councilmember Qaadri, seconded by Councilmember Josey, and by unanimous
vote, the City Council adopted Resolution No. 17-24 titled, "Approving the 2024 City of Dublin
Legislative Platform."
RESULT: ADOPTED [UNANIMOUS]

8) NEW BUSINESS
8.1) Designation of Agency Labor Negotiators for Unrepresented Employees: City
Manager and City Attorney
The City Council appointed Councilmember Josey and Councilmember McCorriston for the City
Manager, and Mayor Hernandez and Councilmember Qaadri for the City Attorney's annual
review and performance evaluation, including discussion of compensation.
9) CITY MANAGER AND CITY COUNCIL REPORTS
The City Council and Staff provided brief information -only reports, including committee reports
and reports related to meetings attended at City expense (AB 1234).
By consensus, the City Council asked that an item be added to a future meeting to discuss how the
City of Dublin can acknowledge cultural celebrations beyond proclamations.
10) ADJOURNMENT
Mayor Hernandez adjourned the meeting at 7:10 PM.
