REGULAR MEETING 7:00 PM 1. CALL TO ORDER 2. ORAL COMMUNICATIONS 2.1. Public Comment At this time, the public is permitted to address the Planning Commission on non-agendized items. Please step to the podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, no action or discussion may take place on any item not appearing on the posted ag enda. The Planning Commission may respond to statements made or questions asked, or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the Recording Secretary’s Office related to the proper procedure to place an item on a future Planning Commission agenda. The exceptions under which the Planning Commission MAY discuss and/or take action on items not appearing on the agenda are contained in Government Code Section 54954.2(b)(1)(2)(3). 3. CONSENT CALENDAR Consent Calendar items are typically non-controversial in nature and are considered for approval by the Planning Commission with one single action. Members of the audience, Staff or the Planning Commission who would like an item removed from the Consent Calendar for purposes of public input may request the Chair to remove the item. 3.1. Approval of the March 27, 2018 Regular Planning Commission Meeting Minutes Draft Minutes of the March 27, 2018 Planning Commission Meeting. STAFF RECOMMENDATION: Approve the Minutes of the March 27, 2018 Planning Commission Meeting. 4. WRITTEN COMMUNICATION - NONE. 5. PUBLIC HEARING 5.1. Safari Kid Daycare Center—Site Development Review, Conditional Use Permit and Minor Use Permit The Planning Commission will consider a request by the applicant, Meridian, for a Site Development Review Permit, Conditional Use Permit and Minor Use Permit to build a new daycare facility and community room on the vacant 2.1-acre Semi-Public parcel in Positano. The proposed project includes construction of a 14,936 square foot building comprised of a 10,667 square foot childcare center to be operated by Safari Kid and a 4,269 square foot multipurpose room that will be open for rent to the April 10, 2018 Dublin Planning Commission Agenda Page 2 of 3 community, and related site improvements including an outdoor play area for the childcare center, shared parking for both uses, and a minor amendment to the Planned Development Zoning to establish development standards. The Planning Commission originally considered this request on February 13, 2018 and continued the matter for further consideration. STAFF RECOMMENDATION: Disclose ex-parte contacts, conduct the public hearing, deliberate and adopt the following Resolutions: a) Approving a Site Development Review for a 14,936 square foot building comprised of a 10,667 square foot childcare center and 4,269 square foot community center; b) Approving a Conditional Use Permit for a minor amendment to the Planned Development Zoning Stage 2 Development Plan (Ordinance No. 33-05) for the site designated as Semi-Public in Positano; and c) Approving a Minor Use Permit for shared parking between the childcare center and community center. . SB 343 Item 5.1 - Comment Letters 6. UNFINISHED BUSINESS - NONE. 7. NEW BUSINESS 7.1. Boulevard Residential Project – Study Session to review Site Development Review and Vesting Tentative Tract Map applications for 510 units in the final six neighborhoods (Phases 4/5) of the Boulevard Residential Project (PLPA- 2016-00064) and revisions to Neighborhoods 14/15 from Phases 2/3 (PLPA-2016- 00057) The Applicant, Dublin Crossing, LLC, is requesting Site Development Review and Vesting Tentative Tract Map approval for the final six residential neighborhoods (Phases 4/5) of the Boulevard Residential Project, which is located in the Dublin Crossing Specific Plan area. The proposed project includes 510 residential units comprised of duets, townhomes, and detached small-lot single-family homes, related infrastructure, and landscape improvements. The Applicant has also requested consideration of revisions to Neighborhoods 14 and 15 (from Phases 2/3), which were approved in May 2017. The Planning Commission will hold a Study Session to review these applications before taking action on the project. STAFF RECOMMENDATION: Staff recommends that the Planning Commission receive presentations from Staff and the Applicant on the proposed project. 8. OTHER BUSINESS Brief information only reports from Planning Commission and/or Staff, including committee reports and reports by Planning Commission related to meetings attended at City expense (AB1234). 9.
