Meeting Procedure During Coronavirus (COVID-19) Outbreak: Pursuant to AB 361, the City
is authorized to hold public meetings via teleconferencing and to make public meetings
accessible telephonically or otherwise electronically to all members of the public, without
making available any physical location for the public.
• The Dublin City Council will hold this meeting remotely via Zoom Video
Communications.
• Per normal practice, the meeting will be livestreamed and available at www.tv30.org for
viewing and also broadcast live on Comcast T.V. channel 28 beginning at 7:00 p.m. This
meeting will also be available on City’s website: https://dublin.ca.gov/ccmeetings
• Online speaker slips will be available at 10:00 a.m. at https://dublin.ca.gov/ccmeetings,
and the public will be able to call in using a computer/or smart phone via a link which
will be provided following submission of a speaker slip. A telephonic option will also be
available.
• Once connected, the public speaker will be connected to the Zoom webinar as an
attendee and muted. The speaker will be able to see the meeting from inside Zoom.
• When the agenda item upon which the individual would like to comment is addressed,
the speaker will be announced in the meeting when it is his/her time to speak to the City
Council. The speaker will then be unmuted for comment.

3.1 Employee Introductions
New City of Dublin Staff members, Anthony Calvo, Recreation Coordinator and Kim

Senior Office Assistant with the City Manager's Office, will be introduced.
STAFF RECOMMENDATION:
Welcome new City of Dublin Staff members.
3.2 2021 Sponsor Recognition
The City Council will recognize sponsors who contributed to City events, programs, and
facilities in 2021.
STAFF RECOMMENDATION:
Recognize the 2021 sponsors.
3.3 Recognition of the 2021 “Deck the Homes” Holiday Home Decorating Contest
Winners
The City Council will present Certificates of Recognition to the winners of the 2021 “Deck
the Homes” Holiday Home Decorating Contest.
STAFF RECOMMENDATION:
Present Certificates of Recognition to the 2021 “Deck the Homes” Holiday Home
Decorating Contest winners.
3.4 Public Comment
At this time, the public is permitted to address the City Council on non-agendized items. Please step to the
podium and clearly state your name for the record. COMMENTS SHOULD NOT EXCEED THREE (3)
MINUTES. In accordance with State Law, no action or discussion may take place o n any item not appearing
on the posted agenda. The Council may respond to statements made or questions asked, or may request
Staff to report back at a future meeting concerning the matter. Any member of the public may contact the
City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The

exceptions under which the City Council MAY discuss and/or take action on items not appearing on the
agenda are contained in Government Code Section 54954.2(b)(1)(2)(3).
4. CONSENT CALENDAR
Consent Calendar items are typically non-controversial in nature and are considered for approval
by the City Council with one single action. Members of the audience, Staff or the City Council who
would like an item removed from the Consent Calendar for purposes of public input may request
the Mayor to remove the item.
4.1 Approval of the December 21, 2021 Special and Regular City Council Meetings
Minutes
The City Council will consider approval of the minutes of the December 21, 2021 Special
and Regular City Council Meetings.
STAFF RECOMMENDATION:
Approve the minutes of the December 21, 2021 Special and Regular City Council
Meetings.
4.2 Approval of Grant Agreement with the Three Valleys Community Foundation
The City Council will consider a Grant Agreement with the Three Valleys Community
Foundation.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Grant Agreement Between the Three Valleys
Community Foundation and the City of Dublin.
4.3 Adopt-a-Bench Program
The City Council will consider approval of the new Adopt-a-Bench Program.
STAFF RECOMMENDATION:
Approve the Adopt-a-Bench Program.
4.4 Dublin Camp Parks Military History Center Memorandum of Understanding
The City Council will consider a Memorandum of Understanding between the City and
Parks Reserve Forces Training Area for joint operation of the Dublin Camp Parks Military
History Center.
STAFF RECOMMENDATION:
Adopt the Resolution Approving a Memorandum of Understanding Between the City of
Dublin and Parks Reserve Forces Training Area Regarding Joint Operation of the Dublin
Camp Parks Military History Center.
4.5 Youth Mini Grant Funding Recommendations Approval
The City Council will consider approving the Youth Advisory Committee Mini Grant
Program recommended funding allocations.
STAFF RECOMMENDATION:
Adopt the Resolution Approving Funding Recommendations for Fiscal Year 2021-22 for
the Youth Advisory Committee Mini Grant Program.
4.6 Payment Issuance Report and Electronic Funds Transfers
The City Council will receive a listing of payments issued from December 1, 2021 -
December 31, 2021 totaling $8,816,835.54.
STAFF RECOMMENDATION:
Receive the report.

4.7 Authorizing Remote Meetings of City Council and City Commissions Due to Increase
in COVID-19 Cases
From March 2020 through September 2021, the City conducted meetings of its legislative
bodies remotely pursuant to various executive orders that suspended certain Brown Act
provisions. In October, the City returned to in- person meetings and at the same time
state law changed to require certain findings to be made for an agency to meet remotely.
Under the new law, AB 361, the City can conduct virtual meetings where the Governor has
proclaimed a State of Emergency and state or local health officials have imposed or
recommended social distancing or where the City Council has declared the need to meet
remotely due to imminent risks to the health or safety of attendees. The current
substantial increase in cases resulting from the Omicron variant lead Staff to conclude
that it would be prudent for the City Council and City Commissions to meet virtually for at
least the next 30 days. The City Council will consider adopting a resolution that would
allow for virtual meetings for the next 30 days.
STAFF RECOMMENDATION:
Adopt the Resolution Finding That There Is a Proclaimed State of Emergency; Finding
That Meeting in Person Would Present Imminent Risks to the Health or Safety of
Attendees as a Result of the State of Emergency; and Authorizing Remote
Teleconferenced Meetings of the Legislative Bodies of the City of Dublin for the 30-Day
Period Beginning January 11 Pursuant to AB 361.
4.8 City Council Participation in the St. Patrick's Day Parade
The City Council will consider participating in the 2022 St. Patrick's Day Parade by riding
as a group on a decorated float.
STAFF RECOMMENDATION:
Direct Staff to proceed with securing and decorating a float to be used by the City Council
during the parade.

7. UNFINISHED BUSINESS
7.1 Community Workforce Agreement with the Building and Construction Trades
Council of Alameda County and Affiliated Unions
The City Council will consider approving a Community Workforce Agreement with the
Building and Construction Trades Council of Alameda County and affiliated unions. The
proposed Community Workforce Agreement would cover all public works projects valued
at or over $1,000,000 and will ensure there are no labor issues related to major
construction projects while bolstering local efforts to connect residents with careers in
the building and construction trades.
STAFF RECOMMENDATION:
Adopt the Resolution Approving the Community Workforce Agreement between the City
of Dublin and the Building and Construction Trades Council of Alameda County and its
Affiliated Unions.

8. NEW BUSINESS
8.1 Draft 2022 City of Dublin Legislative Platform
The City Council will receive a report on the Draft 2022 Legislative Platform, which guides
the City’s response to potential and pending legislation, policies, programs, grant funding
opportunities, ballot measures, mandates, and budgets at all levels of government, and
provide direction to Staff.
STAFF RECOMMENDATION:
Receive the report and provide direction.
9. OTHER BUSINESS
Brief information only reports from City Council and/or Staff, including committee
reports and reports by City Council related to meetings attended at City expense (AB1234).
10. ADJOURNMENT
This AGENDA is posted in accordance with Government Code Section 54954.2(a)
