NEW BUSINESS 5.1 Temporary Public Art Display 2 July 08, 2021 Dublin Heritage and Cultural Arts Commission Agenda 3 The Heritage and Cultural Arts Commission will receive a presentation on the City’s temporary art program and discuss possible ideas that could be incorporated into an upcoming program. STAFF RECOMMENDATION: Receive the presentation and provide feedback on the temporary art program and potential ideas for consideration. Staff Report Attachment 1 - 2020 Temporary Art Program – Adirondack Chairs Attachment 2 - Possible Future Program Elements 5.2 Public Art Selection – Ad Hoc Committee Assignments The Commission will receive a report on upcoming committee assignments and select two commissioners, one regular and one alternate, to serve on upcoming ad hoc committees. STAFF RECOMMENDATION: Select two Commissioners, one regular and one alternate, to serve on the Heritage Park Public Art - Monument/Sculpture Artist Review Committee and the Artistic Park Features Artist Review Committee. The Commission voted to appoint James Moorehead as Poet Laureate. STAFF RECOMMENDATION:Receive the report. FINANCIAL IMPACT:None. DESCRIPTION:On October 1, 2019, the City Council approved the Memorial Program for the Dublin Pioneer Cemetery as part of the planned Dublin Heritage Park Cemetery improvements. The Memorial Program was developed as the future expansion of the Pioneer Cemetery was eliminated from the Heritage Park Master Plan. The program includes eight benches and eight boulders that could be used for interring cremated remains. The program also includes engraved memorial pavers and memorial plaques that would be placed at the base of the hawthorn trees that line the main pathway, Hawthorn Lane, through the cemetery. From 1995 through 2016, and in anticipation of the future cemetery expansion project, an interest list of 42 community members was developed for those who would like to purchase a space at the cemetery should it become available. With the elimination of the cemetery expansion project, those on the interest list could no longer be considered for burial plots as the existing cemetery is full. In order to provide those individuals on the waitlist with an opportunity to be memorialized at the Dublin Pioneer Cemetery, they were given priority to purchase a memorial element. The interest list has now been exhausted with 10 members of the community committing to an available element included in the memorial program. 8 Page 2 of 2 The program is now open and available to the public. A marketing brochure (Attachment 1) for the program has been created and is now available on the City’s website. Marketing and outreach will continue using typical City advertising channels that include newsletters, social media, and flyers.Memorial program elements initially sold to the 10 parties from the existing interest list at the program launch are expected to be installed concurrently with the cemetery improvement project that is currently underway. The anticipated completion for this project is September 2021. Program elements will continue to be sold and installed on an ongoing basis until space is no longer available. ATTACHMENTS:1) Dublin Cemetery Memorial Program Brochure 9 — HERITAGE PARK & MUSEUMS — MEMORIAL PROGRAM Attachment 1 10 ABOUT THE PROGRAM The City of Dublin’s Pioneer Cemetery was established in 1859 and is set at the historic Crossroads of the Bay Area. The cemetery is part of the larger Dublin Heritage Park and Museums site, which also includes the Murray Schoolhouse, Old St. Raymond Church, and the Kolb House and Barn. The Dublin Pioneer Cemetery has a rich history, as it is the resting place for many of Dublin’s founders and early pioneers of the Tri-Valley. With the upcoming renovation of the Dublin Pioneer Cemetery, residents will have the opportunity to memorialize loved ones with a monument in their honor. • The main path through the cemetery is Hawthorn Way. New hawthorn trees will be planted along the pathway, and memorial plaques, mounted at the base of the trees, may be purchased in memoriam. • A renovated entrance plaza to the cemetery will be lined with new brick pavers, which can be personalized with the names of your loved ones. • A limited number of new benches and boulders will also be installed, which can be purchased in memoriam and also hold the cremains of up to two individuals. STAFF RECOMMENDATION:Receive the presentation and provide feedback on the temporary art program and potential ideasfor consideration. FINANCIAL IMPACT:The Temporary Art Program is funded by the Public Art Fund. DESCRIPTION:On October 15, 2019 the City Council approved an annual temporary art display program. Each year, Staff works with the Heritage and Cultural Arts Commission to identify the program elements to be incorporated that year, and those items are presented to the City Council for final approval.In the first year of the temporary art program, wood Adirondack chairs were selected as the item to be painted and put on public display. Eighteen artists were contracted to paint 20 chairs. The chairs were placed throughout the community for public viewing then sold at an online auction. A picture of the chairs is included as Attachment 1. Potential program elements for the 2021 program include: Manufactured paintable monuments/sculptures (previously considered). Benches (previously considered). Tree trunk wraps to create a decorated tree garden. Mural garden using large scale signage boards. 19 Page 2 of 2 Decorated fence sections. In addition to considering the above elements, the Commission is also being asked to discuss other ideas not presented by Staff. Based on input received, Staff will conduct a feasibility study and return to the Commission at a future meeting to further discuss the ideas and related costs, andthe Commission will make a final recommendation. STAFF RECOMMENDATION:Select two Commissioners, one regular and one alternate, to serve on the Heritage Park Public Art - Monument/Sculpture Artist Review Committee and the Artistic Park Features Artist Review Committee. FINANCIAL IMPACT:None. DESCRIPTION:Periodically the City convenes ad hoc committees to review applications and proposals related to Heritage and Cultural Arts projects and programs. These committees can include subject matter experts, stakeholders, Staff, and representatives from other commissions or standing committees.Ad hoc committee assignments are usually short-term commitments. Commissioners assigned to an ad hoc committee are expected to report back to the Commission about the committee’s progress and help provide important background when the Commission considers the item.The Chairperson may appoint committee members, but Commissioners are strongly encouraged to volunteer for committee assignments that suit their interests and schedule.Current assignments available are: 26 Page 2 of 2 Large Monument/Sculpture and Artistic Park Features Artist Review Committees Duties:Reviewrequestedartist resumes and portfolio samples for site-specific pieces for the Heritage Park Public Art project, then reconvene to review site-specific proposals and make a recommendation to the Heritage and Cultural Arts Commission. The Committee will also include subject matter experts and Staff. Expected time frame:This short-term commitment is expected to take place in August and September, including one to two meetings, likely scheduled for weekday evenings.
