HomeMy WebLinkAbout*CC Agenda 11-26-1990 AGENDA DUBLIN CITY COUNCIL REGULAR MEETING - November 26, 1990 DUBLIN CIVIC CENTER Monday - 7:30 p.m. 100 CIVIC PLAZA A complete packet of information containing all Staff Reports and exhibits related to each agenda item is available for public information and perusal several days prior to a Council meeting at the Dublin Library and also in the City Clerk's Office at the Civic Center. 1. CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 3.1 Introduction of New Part-Time Finance Technician, Lynn Harrington 3.2 Certification of Election Results 3.3 Administration of Oath of Office to Newly Elected Councilmembers 3.4 Installation of Officers (Mayor & Vice Mayor) 3.5 Organization and Committee Assignments 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Regular Meeting of November 13, 1990 STAFF RECOMMENDATION: Approve 4.2 Sale of Surplus Property to Stroud's Plaza This resolution states the City'S intent to sell surplus property and sets a public hearing date of December 10, 1990, for sale of the property. The subject property is located at the southwest corner of San Ramon Road and Amador Valley Boulevard. STAFF RECOMMENDATION: Adopt Resolution 4.3 Award of Bid for Printing of 1991 Community Calendar Eight bids were received for the printing of the 1991 Community Calendar with a theme "Quality of Life and the Environment". The low bidder was H. J. Banister Printing, Inc., DUblin, with a bid of $9,894.84. STAFF RECOMMENDATION: Award bid to H. J. Banister Printing. 4.4 Donlan Canyon Annexation No.9 (PA 89-125.1) This item deals with the final required step in order to complete the annexation of approximately 196 acres to the city. STAFF RECOMMENDATION: Adopt Resolution. 4.5 Supplemental Appropriation for Records Management Program The Records Management Consulting firm of Norma J. Hislop & Associates, has completed the scope of work in accord- ance with the terms of the agreement for implementation of a Records Management Program in the City Clerk's Office. STAFF RECOMMENDATION: Authorize Budget Transfer of $2,140.75 from the Contingent Reserve to the Records Management Program account. 4.6 Acceptance of Gift to City A $200 donation has been offered to the City to benefit the City'S Preschool Program. The money was collected by a fund-raiser held by parents of children enrolled in the City'S Preschool Program. STAFF RECOMMENDATION: Accept gift and direct Staff to prepare formal acknowledgment to donors. 4.7 Award of Bid, Contract 90-01 San Ramon Road Improvements Phase IV The low bid received, $1,866,639.22, is within funds budgeted for construction. STAFF RECOMMENDATION: Adopt Resolution awarding bid to Redgwick Construction; authorize Mayor to execute agreement; and direct Staff to inform Foster City that Dublin will only purchase $1,113,000 of Foster City's FAU monies. 4.8 Warrant Register Dated November 26, 1990 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION - None 6. PUBLIC HEARING 6.1 City of Dublin Traffic Code Update This item was introduced at the October 29, 1990 City Council meeting. Due to the addition of several streets under the speed limits portion of the draft ordinance, the ordinance is proposed to be reintroduced. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE ordinance. 7. UNFINISHED BUSINESS 7.1 Dublin Boulevard/Silvergate Drive Intersection The estimated costs for reconfiguring the intersection to a normal "T" design is $204,200. This cost is proposed to be reimbursed by developer contribution. STAFF RECOMMENDATION: Review design and approve in concept -or- direct Staff to make modifications. If Council concurs with proposed design & wishes to proceed with preliminary design engineering work during FY 1990-91, the Council should 1) authorize the new Capital Improvement Project; 2) authorize budget transfer of $24,600 from the San Ramon Road Phase IV project to the Dublin Boulevard/Silvergate Drive Intersection project; and 3) direct Staff to include this project in the 1991-92 Update of the 5-Year CIP for construction in FY 1991-92. 8. NEW BUSINESS 8.1 Preparation of Integrated Waste Management Plan State Law (AB 939) requires cities and the County to undertake studies to quantify the amount of waste generated in each jurisdiction. The Alameda County Waste Management Authority (ACWMA) has already selected a consultant to provide the City with baseline data. The City must also develop a Source Reduction and Recycling Element (SRRE) which will identify how the amount of waste disposed of at the landfill will be reduced. The ACWMA has proposed a joint project to prepare the SRRE. STAFF RECOMMENDATION: Receive report and direct Staff to pursue the preparation of the SRRE as a joint effort funded by the Alameda County Waste Management Authority. 9. OTHER BUSINESS 10.
