DUBLIN CITY COUNCIL
REGULAR MEETING - october 29, 1990 DUBLIN CIVIC CENTER
Monday - 7:30 p.m. 100 CIVIC PLAZA
A complete packet of information containing all Staff Reports and exhibits
related to each agenda item is available for public information and perusal
several days prior to a Council meeting at the Dublin Library and also in the
City Clerk's Office at the Civic Center.

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Council Agenda. Conments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.

Services and the City of Dublin for outstanding efforts in
the area of elder abuse prevention and awareness
3.3 Request from Frederiksen School student to discuss condition
of Old Dublin Cemetery
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City
Council with one single action. Members of the audience who would like an item removed from the Consent Calendar
for purpose of public input may request the City Council to remove the item. The request may be made at the time
that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent
Calendar.

Minutes: Regular Meeting of October 8, 1990
STAFF RECOMMENDATION: Approve
Private Vehicle Accessway Maintenance Agreement for Dublin
Meadows (J L Construction)
This agreement would allow the City to maintain the
private streets within Dublin Meadows if the Homeowner's
Association fails to do so.
STAFF RECOMMENDATION: Adopt Resolution
Acceptance of Improvements Tract 5872 (Village V - Amador
Oaks) Amador Oaks Partners - J L Construction
Improvements in Tract 5872, Village V Amador Oaks, have
been completed in accordance with the approved plans and
specifications.
STAFF RECOMMENDATION: Adopt Resolution and authorize Staff
to accept maintenance bond.
Award of Bid - City Facilities Janitorial Services
The only bid received was from Golden Gate Janitorial at
$4,040 per month for the Civic Center, Shannon Community
Center and the Senior Center.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor
to execute agreement with Golden Gate Janitorial.
Authorization to Solicit Bids for Contract 90-10 Pedestrian
Signal Handicap Modifications
This project would provide handicap access to all of the
City'S traffic signal system push buttons.
STAFF RECOMMENDATION: Authorize Staff to advertise for bids.
Agreement with Singer & Hodges, Inc., for Renovation of
Dublin High School Baseball Fields and Girls Athletic Fields
The city Council will review the proposed agreement for
architectural services with singer & Hodges, Inc., for
renovation of Dublin High School fields.
STAFF RECOMMENDATION: Approve Agreement and authorize Mayor
to execute same.
Annual Tree Lighting Ceremony
The City Council will review plans made for the Annual
Tree Lighting Ceremony scheduled for December 3, 1990.
STAFF RECOMMENDATION: Approve preliminary plans.
First Amendment to Agreement with Dublin Unified School
District for High School Football Field Renovation
This amendment provides for changes in the maintenance
scope of work for both the City and the School District.
STAFF RECOMMENDATION: Adopt Resolution and authorize Mayor
to execute amendment to agreement.

5. WRITTEN COMMUNICATION - None
6. PUBLIC HEARING
6.1 City of Dublin Traffic Code Update
Adoption of the proposed Ordinance and Resolution would
bring the City's Traffic Code into conformance with
conditions existing on the street.
STAFF RECOMMENDATION: Conduct public hearing; deliberate;
waive reading and INTRODUCE Ordinance; adopt Resolution.
7. UNFINISHED BUSINESS
7.1 Impact of State Legislation Authorizing the County to Collect
Fees for Property Tax Administration and Jail Booking
The adopted State Budget provided counties with $800
million less than what was required to provide services
and programs. To make up this shortfall, the Legislature
and the Governor adopted SB2557 which allows counties to
bill local agencies for property tax administration and
booking fees. This results in cities being burdened with
unplanned expenses. Staff has analyzed the impact to the
City of Dublin.
STAFF RECOMMENDATION: 1) Determine whether a City Council
representative should attend Board of Supervisors Hearing
scheduled for November 13, 1990; and 2) Adopt Resolution
8. NEW BUSINESS
8.1 Adoption of Resolution Approving Negative Declaration for
Construction of Two-Lane Access Road
Right-of-Way lines have been established for a two-lane
access road from Dougherty Road to Tassajara Road and
which would connect to the Hacienda Interchange.
STAFF RECOMMENDATION: Adopt Resolution
8.2 Student Representative to the Parks & Recreation Commission
In order to add a student representative to the Parks &
Recreation Commission, it is necessary to amend the Bylaws
and Rules of Procedure. Staff has prepared the revisions
for review by the Council.

10.1 Pending Litigation, Government Code Section 54956.9{a) City
of Dublin v. County of Alameda, San Mateo County Superior
Court No. 348925

11. ADJOURNMENT - City Offices will be closed on Monday, November 12,
1990, in observance of Veteran's Day. The next City Council
meeting is therefore rescheduled to Tuesday, November 13, 1990,
7:30 p.m., in the Council Chambers of the Dublin Civic Center.
