DUBLIN CITY COUNCIL
REGULAR MEETING - September 24, 1990 DUBLIN CIVIC CENTER
Monday - 7:30 p.m. 100 CIVIC PLAZA
A complete packet of information containing all Staff Reports and exhibits
related to each agenda item is available for public information and perusal
several days prior to a Council meeting at the Dublin Library and also in the
City Clerk's Office at the Civic Center.

3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City
Counci l Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to
address their concern, that person should arrange with the City Clerk to have their particular concern placed on the
agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is
factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions
under Government Code Section 54954.2.
3.1 Introduction of new Police Sergeant Mike Peterson
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City
Council with one single action. Members of the audience who would like an item removed from the Consent Calendar
for purpose of public input may request the City Council to remove the item. The request may be made at the time
that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent
Calendar.

Minutes: Study Session
of September 10, 1990
STAFF RECOMMENDATION: Approve
Award of Bid - Annual Striping Contract No. 90-09
This contract provides for striping and pavement markings
for Dublin City streets for the ensuing year.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to
Chrisp Company ($36,180) and authorize Mayor to execute
agreement.
National League of cities Finance, Administration and Inter-
governmental Relations (FAIR) Steering Committee Meeting
Councilmember Jeffery serves on this Steering Committee,
which will be meeting in Washington, D.C., on October 5-6,
1990. Approximate cost is $1,050.
STAFF RECOMMENDATION: Authorize Cm. Jeffery's attendance at
this Steering Committee meeting.
Award of Bid - City Facilities Janitorial Service
This contract provides for janitorial services for the
Civic Center, Shannon Center and the Senior Center. The
total monthly charge for the 3 facilities would be $4,050.
STAFF RECOMMENDATION: Adopt Resolution awarding bid to
Shular's and Sons and authorize Mayor to execute agreement.

of August 22, 1990 & Regular Meeting
4.6 Alameda County Economic Development Program Agreement
A Countywide Economic Development Program has been
established to address the critical threats to Alameda
County's economic competitiveness and quality of life.
cities in Alameda County have been requested to make a 4-
year commitment to finance and participate in this
program. Dublin's share of the cost of participation for
Fiscal Year 1990-91 is $4,942.
STAFF RECOMMENDATION: Adopt Resolution
4.7 Park and Recreation Facilities Master Plan
The City Council will review the proposal submitted by
David Gates & Associates for development of a Park and
Recreation Facility Master Plan.
STAFF RECOMMENDATION: Authorize Staff to execute a contract
with David L. Gates & Associates at a cost not to exceed
$75,000.

6. PUBLIC HEARING
6.1 Amendment to Fee Resolution to Provide for Council Meeting
Packets to be Distributed to Declared Candidates at No Charge
Upon Request
A candidate for City Council has requested that declared
candidates be provided with complete packets of
information related to City Council meetings and that the
photo copy charge of $ .10 per page be waived.
STAFF RECOMMENDATION: Consider request and if appropriate,
adopt Resolution.

8. NEW BUSINESS
8.1 Designation of Voting Delegate and Alternate for League of
California cities 1990 Annual Conference
The League of California cities Annual Conference is being
held this year on October 21-24, in Anaheim. Each member
city must designate a voting delegate and alternate in
order to vote on matters pertaining to League policy. In
the event that a majority of Councilmembers attend this
conference, the City Council's regular meeting scheduled
for October 22nd will need to be cancelled or rescheduled.
STAFF RECOMMENDATION: Appoint voting delegate and alternate
and consider whether to reschedule or cancel October 22, 1990
City Council meeting.
