PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Cooments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 3.1 Presentation to Eddie Jo Mack for her service on the Planning Commission 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent Calendar. 4.1 Minutes: Regular Meeting of June 25, 1990 & Special Meeting of June 26, 1990 STAFF RECOMMENDATION: Approve 4.2 City Treasurer's Investment Report for Period Ending June 30, 1990 STAFF RECOMMENDATION: Approve 4.3 City Manager's 1990-91 Employment Agreement The City Council Committee has met with the City Manager related to terms and conditions of employment and has requested the City Attorney's Office to draft a revised agreement. STAFF RECOMMENDATION: Approve agreement which provides for a 6% salary increase and a 6.7% increase in fringe benefit package, effective May 1, 1990. 4.4 Final Release - Shannon Community Center Renovation Work has been completed on the Shannon Community Center Renovation and a Notice of Completion was filed with the County Clerk on May 30, 1990. This action would allow Staff to proceed with the release of the final payment to Hodgson Construction. STAFF RECOMMENDATION: Adopt Resolution 4.5 Warrant Register Dated July 9, 1990 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION 5.1 Letter from City of San Ramon re Dougherty Valley and East Dublin Planning Areas The city has received a letter from the Mayor of San Ramon inquiring as to whether or not the City of Dublin would be interested in meeting with San Ramon on a regular basis to discuss plans for the Dougherty Valley Planning Area and East Dublin Area. STAFF RECOMMENDATION: utilize existing liaison committee representatives, along with representatives from the City Manager's Office and the Planning Department. 6. PUBLIC HEARING 6.1 Donlan Canyon Planned Development Prezoning, Tentative Map and Annexation for 196I PA 89-125 At the June 25, 1990 City council meeting, the Council introduced an Ordinance amending the Zoning Ordinance for the Donlan Canyon site. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and ADOPT Ordinance. 6.2 Ordinance to Amend Ordinance No. 7-90 which established the right-of-way lines for the 2-lane access road connecting to the Hacienda Interchange and parallel to 1-580 (PA 90-033) This Ordinance would correct engineering and typographical errors in the legal description contained in Ordinance No. 7- 90. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 7. UNFINISHED BUSINESS - None 8. NEW BUSINESS 8.1 Agreement between City of Dublin and Dublin Unified School District for Frederiksen School Tot Lot The City Council will review a draft agreement which spells out the specific responsibilities of the City and the District for improvements to the Frederiksen School Kindergarten Tot Lot which total $39,303. The City will fund $34,303 and the remaining $5,000 will be funded equally by the District and the School Parent Faculty Club. STAFF RECOMMENDATION: Adopt Resolution 8.2 civic Education Program Included in the 1990 Goals & Objectives Program were a number of Public Relations objectives, including the development of a Student Government Day or comparable civic education program. Staff has worked with representatives of the Dublin School District and staff members of Dublin High School to develop a civic education program. STAFF RECOMMENDATION: Receive Report; provide comments; direct staff to proceed with proposed Civic Education activities. 9. OTHER BUSINESS 10. CLOSED SESSION - None 11. ADJOURNMENT
