At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council
Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their
concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future
meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented
to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2.

7. NEW BUSINESS - REVIEW & EVALUATION OF CONTRACT SERVICES
7.1 Police Services - Alameda County Sheriff's Department
STAFF RECOMMENDATION: Receive presentation, make appropriate
comments and adopt Resolution.
7.2 Animal Control Services - Alameda County
STAFF RECOMMENDATION: Receive Staff Report and provide input on
services.
7.3 Vector Control Services - Alameda County
STAFF RECOMMENDATION: Review service level and provide comments;
Adopt Resolution amending Agreement between Alameda County for the
provision of Vector Control Services for FY 1990-91.
7.4 crossing Guards & Traffic signal Maintenance - Alameda County)
STAFF RECOMMENDATION: Review services and adopt Resolution
approving new 3-Year Agreement.
7.5 Public Works Services - MCE corporation
STAFF RECOMMENDATION: Discuss maintenance issues as part of
evaluation process and adopt Resolution approving new agreement
and authorize Mayor to execute agreement.
7.6 Building Law Enforcement Services - Taugher & Associates
STAFF RECOMMENDATION: Review services and authorize Mayor to
execute Amendment to Agreement.
7.7 Street sweeping Services - A-1 sweeping
STAFF RECOMMENDATION: Review services and approve one-year
extension of contract, including curb mile cost increase and
addition of parking lots.
7.8 Library Services - Alameda County
STAFF RECOMMENDATION: Review services provided, provide input and
adopt Resolution
7.9 Traffic Engineering Services - TJKM
STAFF RECOMMENDATION: Review services provided and adopt
Resolution approving amendment to agreement with TJKM and
authorize Mayor to execute said amendment.
7.10 Engineering Services - santina & Thompson
STAFF RECOMMENDATION: Review services provided and adopt
Resolution approving amendment to agreement and authorize Mayor to
execute agreement.
8. PUBLIC HEARING
8.1 Five-Year Capital Improvement Program (1990-95)
Proposed Capital Improvement Program costs for the next five
years total $22,210,213. (General Improvements = $215,000;
community Improvements = $1,347,165; Parks = $4,838,844;
Streets = $15,809,204)
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt
Resolution.
8.2 Adoption of 1990-91 Annual Budget & Financial Plan
The City is required by law to adopt a budget and financial
plan. A copy of the Budget and Financial Plan for Fiscal Year
1990-91 has been prepared by Staff for Council consideration.
STAFF RECOMMENDATION: Open Public Hearing; Receive Staff
Presentation; Receive presentations from groups requesting
funding: a. Tri-Valley Arts Facility Study
b. Dublin Historical Preservation Association
c. Dublin Substance Abuse Council
d. Resources for Family Development
e. LAVTA
Receive Public Comments; Close Public Hearing; Deliberate; Adopt
Resolution
9. OTHER BUSINESS
9.1 1990-91 Appropriations Limit
STAFF RECOMMENDATION: Adopt Resolution establishing
Appropriations Limit of $16,445,712 for Fiscal Year 1990-91.
10. CLOSED SESSION - None
11. ADJOURNMENT - The next Reaular Meetina of the Dublin City Council will
be Monday, July 9, 1990, 7:30 p.m., civic Center Council
