CALL TO ORDER 2. PLEDGE OF ALLEGIANCE TO THE FLAG 3. ORAL COMMUNICATIONS At this time, members of the audience are permitted to address the City Council on any item which is NOT on the City Council Agenda. Comments should not exceed 5 minutes. If any person feels that this is not sufficient time to address their concern, that person should arrange with the City Clerk to have their particular concern placed on the agenda for a future meeting. The City Council CANNOT deliberate or take action on a non-agenda item UNLESS there is factual evidence presented to the Council indicating that the subject brought up falls into one of the exceptions under Government Code Section 54954.2. 4. CONSENT CALENDAR Consent Calendar items are typically of a non-controversial nature and are considered for approval by the City Council with one single action. Members of the audience who would like an item removed from the Consent Calendar for purpose of public input may request the City Council to remove the item. The request may be made at the time that the Mayor asks the audience members if there is anyone interested in removing an item from the Consent calendar. 4.1 Minutes of Regular Meeting of April 9, 1990 STAFF RECOMMENDATION: Approve 4.2 National League of cities Finance, Administration and Intergovernmental Relations (FAIR) Steering Committee Meeting Councilmember Jeffery is requesting permission to attend this meeting on May 10-13, 1990 in Jackson, Mississippi, as a result of her appointment to the FAIR Committee by the President of the League of CA cities. The approximate cost is $650. STAFF RECOMMENDATION: Authorize Cm. Jeffery to attend meeting. 4.3 Authorization to Solicit Bids for City Entrance Signs and Facilities Identification Signs, Contract 90-07 This project provides for installation of 5 City entrance signs and 3 identification signs for recreational facilities. STAFF RECOMMENDATION: Authorize Staff to advertise for bids. 4.4 1990 winter Quarter Recreation Report STAFF RECOMMENDATION: Receive Report 4.5 Final Acceptance of NEC Telephone System and Voice Messaging Included in the Civic Center Capital Improvement Project was the purchase of a complete telephone system. The system is now operating as presented in the original proposal. It is appropriate for the City Council to accept the system and authorize final payment. STAFF RECOMMENDATION: Accept System as operating and authorize release of the final payment in the amount of $10,526.53. 4.6 Final Acceptance of Civic Center Project The City Council has authorized the filing of a Notice of Completion with the County Recorder. Staff and the City Attorney's Office have worked with the Contractor to develop a Mutual Release Agreement. The Agreement provides for final acceptance of the improvements and release of remaining payments. The project cost was within the approved budget. STAFF RECOMMENDATION: Adopt Resolution. 4.7 Warrant Register Dated April 23, 1990 STAFF RECOMMENDATION: Approve 5. WRITTEN COMMUNICATION 5.1 Correspondence from Congressman Pete Stark regarding closure & conveyance of Camp Parks Reserve Forces Training Area Congressman Stark has developed some rough draft legislation to close and relocate Camp Parks to an area in the hills to the north or east of its present location. The land would then be conveyed for public purposes only to other agencies. Congressman Stark has requested a response from the City of Dublin by May 1, 1990. STAFF RECOMMENDATION: Discuss and provide Staff with appropriate direction. 6. PUBLIC HEARING 6.1 Repeal of 94' Passenger Loading Zone and Establishment of 20 Minute Parking Zone on Village Parkway at Post Office On April 9, 1990, the City Council conducted a public hearing regarding removal of the passenger loading zone on Village Parkway in front of the post office. The Council directed Staff to prepare a draft Ordinance establishing a 20 minute parking zone at this location. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 6.2 Ordinance Amending certain provisions of Subdivision Ordinance relating to Soils Reports This proposed amendment to the Subdivision Ordinance allows the City Engineer to review soils reports and to require corrections, when necessary, or to reject the report. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 6.3 Proposed Amendment to Solid Waste Management Ordinance to Enable a Curbside Residential Recycling Program In order to implement a residential curbside recycling program, it is necessary to amend the City's Solid Waste Management Ordinance. The amendment will establish reporting requirements and protect recycling transporters from unauthorized scavengers. In addition, it will allow for the collection of a fee by recyclers. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and INTRODUCE Ordinance. 6.4 Implementation of Recycling Program Mandated by State Law Pursuant to City Council direction, Staff has solicited a comprehensive proposal from the local garbage company for the provision of recycling services. The report includes a proposed agreement which would provide for the implementation of residential curbside recycling beginning in September, 1990. STAFF RECOMMENDATION: Receive Staff Report and public testimony; deliberate; Adopt Resolution; provide Staff with direction on the issue of mandatory garbage service. 6.5 Amendment to Residential Garbage Rates to implement programs mandated by State Law The City Council has considered programs necessary to comply with mandates in State Law. The cost of the approved household hazardous waste collection is to be recovered by a residential garbage rate adjustment of $0.20 per month per single-family customer. The Council will be considering a curbside residential recycling program in a separate item. The cost of this program is proposed at $1.25 per month. The adjustment will take effect July 1, 1990. STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive reading and adopt Resolution 7. UNFINISHED BUSINESS 7.1 Dublin High School Stadium Renovation, Award of Bid, Contract No. 90-05 The low bid received is in excess of funds budgeted for the project. Both City and School District Staff recommend excluding the synthetic track surface alternate from the contract. STAFF RECOMMENDATION: Adopt Resolution awarding bid to Collishaw Construction, including Alternates 1,3,4 & 5 (totaling $757,010); authorize Mayor to execute agreement; authorize transfer of funds in amount of $250,421 to this project from unallocated reserves, of which $75,126 will be offset by a contribution from the Dublin Unified School District. 8. NEW BUSINESS 8.1 Community Gift Catalogue City Staff developed a Community Gift Catalogue for the purpose of providing an opportunity to make a special contributions to the community. Costs associated with the 1990 Catalogue include $1,100 for printing and typesetting, plus funds to purchase recognition certificates and plaques. STAFF RECOMMENDATION: Review draft catalogue; provide comments; select recognition options and adopt Resolution; authorize Staff to p~oceed with printing. 8.2 Resolution of Intention for a 2-Lane Access Road connecting to the Hacienda Interchange and parallel to I-580 A draft Resolution describes the proposed right-of-way lines and property affected, and establishes a public hearing date of May 14, 1990 for objections. STAFF RECOMMENDATION: Adopt Resolution 9. OTHER BUSINESS 10. CLOSED SESSION 10.1 Government Code Section 54956.9(a) City of Dublin vs. Alameda County (Open Space Element & Livermore-Amador Valley Planning Unit) 11. ADJOURNMENT
