3. ORAL COMMUNICATIONS
At this time, members of the audience are permitted to address the ci ty
Council on any item which is NOT on the City Council Agenda. Comments
should not exceed 5 minutes. If any person feels that this is not
sufficient time to address their concern, that person should arrange with
the City Clerk to have their particular concern placed on the agenda for a
future meeting.
The City Council CANNOT deliberate or take action on a non-agenda item
UNLESS there is factual evidence presented to the Council indicating that
the subject brought up falls into one of the exceptions under Government
Code section 54954.2.
3.1 Announcement by Mayor Moffatt of appointment to Park & Recreation
Commission
3.2 Announcement by Councilmember Jeffery of appointments to the
Alameda Countywide Transportation Plan Advisory Committee
4. CONSENT CALENDAR
Consent Calendar items are typically of a non-controversial nature and are
considered for approval by the City Council with one single action.
Members of the audience who would like an item removed from the Consent
Calendar for purpose of public input may request the City Council to remove
the item. The request may be made at the time that the Mayor asks the
audience members if there is anyone interested in removing an item from the
Consent Calendar.
4.1 Minutes of Adjourned Regular Meetings of September 7,
September 17, and December 21, 1989
STAFF RECOMMENDATION: Approve
4.2 Claim Submitted by William J. Casey (#0052DU)
Mr. william J. Casey submitted a claim on December 18, 1989,
as a result of a traffic accident at the intersection of
Amador Valley Boulevard and Amador Plaza Road. The amount
of the claim is unknown.
STAFF RECOMMENDATION: Deny Claim and direct Staff to notify the
Claimant.
4.3 Revision to Policy for Advertising Banners
In order to simplify the procedure for approving applica-
tions for use of the San Ramon Road banner poles, Staff is
requesting that the City Council amend the banner policy to
allow approval by the Public Works Director when the banner
request falls within policy guidelines.
STAFF RECOMMENDATION: Adopt Resolution
4.4 City Treasurer's Investment Report for Period Ending December 31,

5. WRITTEN COMMUNICATION
5.1 Request for street Lighting on Golden Gate Drive
The employees of smith-Kline Laboratories on Golden Gate
Drive have submitted a petition requesting installation of
street lighting on Golden Gate Drive.
STAFF RECOMMENDATION: Leave the Downtown Street Light Additions
project as-is in the 1992-93 Fiscal Year and review its priority
in June, 1990, with the other CIP's.
5.2 Request for Use of Dublin Sports Grounds for 4th Annual Shamrock
Ascot Concours d'Elegance
The City Council will consider a request by the Dublin
soroptimist and Rotary for exclusive use of the Dublin
Sports Grounds on July 29, 1990 for the Annual Shamrock
Ascot Concours d'Elegance.
STAFF RECOMMENDATION: Consider Request.
6. PUBLIC HEARING
6.1 Public Storage Inc., San Ramon Road Specific Plan Amendment Study
(Area 3B) PA 89-077
The Applicant requests City Council approval to amend the
San Ramon Road Specific Plan to allow a self-storage
facility as a permitted use within Area 3B of the Specific
Plan Area.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt
Resolution of Negative Declaration of Environmental Significance;
adopt Resolution to amend the San Ramon Road specific Plan.
6.2 Residential Garbage Rate Proposed Increase
At the City Council meeting on December 21, 1989, the
Council reviewed a report recommending a garbage rate
increase. The Council directed Staff to prepare a public
hearing for January 8, 1990. The proposed rate increase of
16% is the first increase for the garbage company since
1983.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; adopt
Resolution increasing garbage rates approximately 16%.
6.3 Ordinance Increasing City Council Salaries
An Ordinance will be considered which will increase
Councilmembers salaries by 5% for calendar year 1990.
Incumbent Councilmembers would not, however, be eligible to
receive the increase until after the November, 1990
election.
STAFF RECOMMENDATION: Conduct public hearing; deliberate; waive
reading and INTRODUCE Ordinance.
