SUBJECT: Temporary Appointment of Alternate to the Alameda
County Waste Management Authority

FINANCIAL STATEMENT: None
DESCRIPTION: The City of Dublin is a member of the Alameda County
Waste Management Authority. Councilmember Snyder was designated as the
regular member and Mayor Moffatt is the alternate member.
It has come to Staff~s attention that the Waste Management Authority is
currently discussing various issues which have an impact on the City of
Dublin. It is anticipated that both the designated member and the
designated alternate will be absent when the Authority conducts a special
meeting at 5:00 p.m. on August 14, 1990. Therefore, it is important for
the City.Council to appoint alternate who can act on behalf of the City of
Dublin.
Staff has prepared a proposed resolution whereby the City Council can
designate an alternate member. The alternate could serve at any meeting
conducted between August 13, 1990 and August 21, 1990. After that time,
Mayor Moffatt would resume his appointment as the designated alternate.
Staff recommends that the City Council determine which member would be
available and adopt the resolution appointing that individual as an
alternate.

RESOLUTION APPOINTING AN ALTERNATE
TO THE ALAMEDA COUN`PY WASTE M~IDTAGEMENT AUTHORITY
WHEREAS, the City Council adopted a Resolution No. 21-88 on February 8,
1988; and
WHEREAS, said resolution appointed Councilmember Snyder as a member and
Councilmember Moffatt as an alternate to the Alameda County Waste
Management Authority, to act on behalf of the City of Dublin; and
WHEREAS, the Waste Management Authority is considering important issues
which will affect all waste generators within the City of Dublin; and
WHEREAS, it has come to the attention of the City Council that both the
designated member and the designated alternate will be unavailable to
attend any Authority meetings between August 13, 1990 and August 21,
1990; and
WHEREAS, it is important that the City of Dublin have a designated
alternate at Authority meetings to represent the City's interests.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Dublin does hereby appoint ~,inda J. Jefferv to serve as the
alternate member representing the City of Dublin at the Alameda County
Waste Management Authority.
BE IT FURTHER RESOLVED, that this designation shall only be in effect
between August 13, 1990 and August 21, 1990 and, thereafter, the
designations made in Resolution No. 21-88 shall be in full effect.

RESOLUTION NO. 21- 88
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF DUBLIN

APPOINTING A MEMBER AND ALTERNATE
TO THE ALAMEDA COUNTY WASTE MANAGEMENT AUTHORITY
WHEREAS, on February 14, 1983, the City Council
authorized the City's membership in the Alameda County Solid Waste
Management Authority and appointed a member and an alternate to
represent the City on the Authority; and
WHEREAS, the City of Dublin, on November 23, 1987,
approved the 3oint Powers Agreement authorizing the creation of
the Alameda County Waste Management Authority.
NOW, THEREFORE, BE IT RESOLVED that the City Council of
the City of Dublin does hereby appoint ~m. Snyder as a member
and ~m. P~otfatt as an alternate to the Alameda County Waste
Nlanagement Authority to act on behalf of the City of Dublin.
BE IT FURTHER RESOLVED that the appoin~ment of the
City's representatives to the new Alameda County Waste Management
Authority will be effective January 27, 1988.
