Receive the Staff Report. 1/2 . Review description of proposed change ! to the Dublin General Plan. 3 . Initiate General Plan Amendment. FINANCIAL STATEMENT: The General Plan Amendment would be paid for by JL Construction. DESCRIPTION: The JL Construction Company is requesting that the City Council initiate an amendment to the Housing Element of the General Plan to allow fees to be paid in lieu of a requirement by Housing Element Policy IIIE which reads as follows: "Require a percentage of units in large multi-family projects (i .e. , projects with more than 10 units) be rented for a specified period of time" . Under the terms of approval for their planned development rezone, JL Construction is required to maintain 21 of its multifamily units as rental units for a period of five years. If the plan were amended to allow payment of an in-lieu fee, the fee could be based on the subsidy a "Low income" family of five persons would have needed in order to rent a three bedroom unit for five years. Currently this procedure would yield $231 , 380 . 10 for 21 dwelling units that would otherwise be set aside as rentals. The in-lieu fee could be applied to rental subsidy programs through the Dublin Housing Authority or to other housing programs. November 1, 1990 ,'O Iq qsr Mr. Dennis Carrington, Senior Planner DUBLIN PLANNING CITY OF DUBLIN 100 Civic Plaza Dublin, California 94568 Re: Dublin Meadows - Initiation of General Plan Amendment Dear Mr. Carrington: I am writing to you to express my desire to initiate a General Plan Amendment, which will amend the Housing Element of the General Plan to allow for the payment of in lieu fees instead of complying with the requirement that 10% of a project ' s units be set aside to maintain the rental stock within the City of Dublin. The formula for determining the amount of the in lieu fees to be paid is as follows: the economic cost for setting aside a three-bedroom unit for five years, at the "low income" rate (80% of the Alameda County median income) is to be multiplied by the number of units required to be set aside. That figure is then subject to a determination of future value, based upon a rental increase of 4% per year. I have enclosed a completed application and check in the amount of $100 for the purposes of initiating the General Plan Amendment. It is my understanding that this request will be heard before the City Council, Tuesday, November 13 , 1990.
