FINANCIAL STATEMENT: None.
DESCRIPTION: In conjunction with the City's review of its
Ordinances and the development of a Municipal Code, the City Attorney
has recommended that the City adopt an Ordinance formally establishing
the office of Director of Finance in accordance with the Government
Code.
The Government Code requires that when financial duties are
transferred from the City Clerk to a Director of Finance or similar
position, that the City Council must adopt an Ordinance establishing
the Director of Finance position.
In 1986, the position of Administrative Services Director/Finance
Director was established by the City and the responsibilities related
to the City's finances were delegated to the Administrative Services
Director/Finance Director by the City Manager/City Clerk.
This Ordinance will formalize that delegation of authority in
accordance with the provisions of the Government Code.

ORDINANCE NO - 90
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF DUBLIN
CREATING THE OFFICE OF DIRECTOR OF FINANCE
The City Council of the City of Dublin does ordain as follows:
Section 1. Pursuant to Government Code Section 40805.5,
the office of Director of Finance is hereby established. The Director
of Finance shall perform the duties described in Government Code
Sections 40802, 40804, 40805, - 36522 and Chapter 4 of Division 3 of
Title 4. of the Government Code, commencing with Section 37200, and
such other duties as may be provided in the class specifications for
the Director of Finance as may be adopted by the Council from time to
time.
Section 2 . The Director of Finance shall be appointed by
the City Manager, pursuant to Section 6 of Ordinance No. 45-87, and
shall be exempt from the competitive service in accordance with
Section 4 (e) of Ordinance No. 46-87.
Section 3 . The Director of Finance shall execute the
bond required of the City Clerk by California .Government Code Section
36518.
Section 4. . Posting and Effective Date. .
This Ordinance shall take effect and be in force thirty (30) .
days from and after the date of its passage. The City Clerk of the
City of Dublin shall cause this Ordinance to be posted in at least
three (3) public places in the City of Dublin in accordance with
Section 36933 of the Government Code of the State of California.
