RECOMMENDATION: qv Consider appointing Representative and Alternate to participate as the City's Representative on the Citizen's Advisory Committee. FINANCIAL STATEMENT: None. DESCRIPTION: The City has received a letter from the Dublin Unified School District requesting its participation in a Citizen's Advisory Committee which the Dublin Unified School District has established to study future growth and facilities related to the School District. The Committee is composed of one representative nominated by the parents groups from each school site, one representative from the District Advisory Council for the School Based Coordination Program, one representative from the Dublin Chamber of Commerce, one representative from the Valley Teachers Association (Dublin Caucus) , one representative from the California School Employees' Association, and one representative from the City of Dublin. The School District has requested that the City Council appoint a representative and one alternate from the City of Dublin to represent the City on this Committee. (415)828-2030 EQUAL OPPORTUNITY EMPLOYER . --DUBLfN SCI-fOOLS DUBLIN UNIFIED SCHOOL DISTRICT TO: Board of Trustees FROM: Heinz Gewing Vince Anaclerio DATE: March 21 , 1990 RE: Item #H-6 Citizen's Advisory Committee to Study Future Growth and Facilities BACKGROUND: In the development and discussion of the District Master Plan, the Board and administration recognized that there were many issues related to the future of Dublin Schools which should be addressed in a thorough manner. This examination should be complete and take place over an adequate period of time. This review and analysis will have lasting implications for the future of Dublin Schools. At the meeting of March 7, 1990 , the Board directed the administration to initiate a process to establish a Citizen's Advisory Committee to study the long range future of Dublin Schools. The Board expressed a desire that this Citizen's Advisory Committee be broad based and include representatives of the total community who have been approved by the Board of Trustees. It is important, as such a process begins, for the committee to understand that it is the desire of Board of Trustees, as expressed early in the review of the Master Plan, that the school district boundaries should move with the city of Dublin in the future. It is also important for the committee to recognize that their recommendations will be carefully considered in future Board actions related to the charges of this group. CHARGES It will be the responsibility of the Citizen's Advisory Committee to make recommendations to the Board in several areas. A list of proposed charges are presented for your consideration. 1. Review the projected enrollments for Dublin Schools. 2. Review the use of current facilities and establish criteria for the use of district facilities in the future. 3 . Review current attendance boundaries. 4. Develop plans for increased student attendance resulting from any future growth in the City of Dublin. 5. Review the financial impact of the recommendations made by the committee to the Board. CITIZEN'S ADVISORY COMMITTEE COMPOSITION The administration recommends that the Citizen's Advisory Committee be composed of the following: One representative and one alternate from each school site as nominated by parent groups. One representative and one alternate from the District Advisory Council for the School Based Coordination Program. One representative and one alternate from the City of Dublin. One representative and one alternate from the Dublin Chamber of Commerce. One representative and one alternate from the Valley Teachers' Association, Dublin Caucus. One representative and one alternate from the California School Employees' Association. Vince Anaclerio, Assistant Superintendent, who will represent the district administration (non voting member) and provide the Committee with logistical support and the resources necessary to study the Board charges. There will be a total of eleven voting members on the Citizen's Advisory Committee, the six school representatives, the District Advisory Committee representative, the city and Chamber representatives, and the two employee group representatives. It is suggested that the Board appoint members of the committee at their meeting of May 16th in order to give all groups represented an opportunity to consider their members at regularly scheduled meetings in April and early May. FINANCIAL SUPPORT It may be necessary for the committee to need monetary support for their activities and the administration recommends that a budget be developed to include "up to" $10,000 to provide this support. PROPOSED TINELINE A timeline will have to be reviewed and adopted by the committee but the following draft will be presented for their review. All ten of these proposed meetings are on Wednesdays when the Board of Trustees does not meet. The committee may wish to schedule meetings at other times as appropriate.
