Ambrose, City Manager) EXHIBITS ATTACHED: Exhibit 1 : Request for Bids Exhibit 2: Draft Business Application Form RECOMMENDATION: ft Authorize purchase of the Business License Software 1 from Business Records Corporation. VP FINANCIAL STATEMENT: The low bid received by the City was from BRC totalling $7,010. Sufficient funds are included in the Fiscal Year 1990-91 Capital Project Budget for Data Processing. DESCRIPTION: In accordance with the City's adoption of a Business Registration Ordinance, Staff has taken steps to begin addressing the administrative requirements to implement a Business Registration Program effective October 1 , 1990. The efficient implementation of this program necessitates the acquisition of computer software compatible with the City's current IBM Data Processing System. City Staff recently issued a Request For Bids for Business License Software to fourteen different software companies. (Exhibit 1 ) Two companies responded to the City's Request for Bids. These companies were Business Records Corporation (BRC) with a total bid $7, 010 and Mentor Corporation with a total bid of $9, 250. The Finance Department Staff has checked the references for both corporations. This review included on-site visits to two other agencies who use each of the bidders programs. Both companies received favorable references. In reviewing both bids, Staff determined that the base bid price did not include sufficient fields in the data bank to include all of the information requested on the Business License Application Form. (See Exhibit 2) Each bidder was asked to provide additional cost information related to the modification of their base program to accommodate the City's Business License Program needs. BRC 'presented not only the lowest base price, but also the lowest total bid price for the modified software required by the City. Staff recommends that the City award the Business License Software Bid to Business Records Corporation (BRC) which includes the base bid price of $5, 000, source code price of $1 ,250, and additional programing time to accommodate the City's Business License needs totalling $760 for a total bid price of $7, 010. ---------------------------------------------------------------------- COPIES TO: ITEM NO. � p) ... The software must operate on an I.B.M. System 36. It is preferred that the application be capable of functioning With licenses that are set by a mixture of both fixed and variable fee structure. The proposals should include the price of purchasing the source code. The proposal should also include the. software licensing cost(if any), the purchase price, and the periodic maintenance costs. Each of the cost factors should be listed separately. You should identified whether the maintenance is mandatory, recommended or optional and what is covered under the maintenance support. You should include an active '800' phone number which can be used to resolve operating problems by obtaining procedures, steps and/or basic programming changes which could be made to the system over the phone. Submit your proposal(s) in a sealed envelop clearly marked "Business License Software Proposal". The proposal(s) must be sent to: Dublin Finance Department P.O.. The application should provide for printing the licenses, and the annual reminders/invoices of amounts due. A listing of the businesses that have paid the license fee plus a list of the businesses with unpaid balances. These reports should be available at will any time during the year. 4. There must be an application operating manual that fully explains the software procedures used to accomplish each task, the optional reports available, identify the normal operating cycle, and the setup procedures. The City reserves the right to reject any or all proposals, to determine the lowest .responsible bidder and to waive any informality or irregularity in the proposals submitted.
