HomeMy WebLinkAbout4.1 Approve 07-09-1990 Minutes REGULAR MEETING - July 9, 1990 A regular meeting of the Dublin City Council was held on Monday, July 9, 1990, in the Council Chambers of the Dublin Civic Center. The meeting was called to order at 7 : 32 p.m. , by Mayor Moffatt. ROLL CALL PRESENT: Councilmembers Hegarty, Jeffery, Vonheeder and Mayor Moffatt. ABSENT: Councilmember Snyder. PLEDGE OF ALLEGIANCE The Mayor led the Council, Staff and those present in the pledge of allegiance to the flag. PROCLAMATION Vice Mayor Vonheeder read and presented a proclamation to Eddie Jo Mack for her years of service on the Planning Commission. Mayor Moffatt stated that the City Council appreciated her service and dedication, requiring her to carefully balance compassion with insight and vision for the City's future. * * * * Planning Commissioner Appointment Announcement Vice Mayor Vonheeder announced that her new appointment on the Planning Commission will be Carl Springer. Mr. Springer, who is a Traffic Planner, was introduced to the Council, Staff and audience. * * * * CONSENT CALENDAR On motion of .Cm. Jeffery, seconded by Cm. Hegarty, and by unanimous vote (Cm. Snyder absent) , the Council Approved Minutes of Regular Meeting of June 25, 1990 and Special Meeting of June 26, 1990; Accepted the City Treasurer's Investment Report for period ending June 30, 1990; Approved the City Manager's 1990-91 Employment Agreement which provides for a 6% salary increase and a 6.7% increase in fringe benefit package, effective May 1, 1990; CM - VOL 9 - 199 Regular Meeting July 9, 1990 COPIES TO: ITEM NO. �� Adopted RESOLUTION NO. 98 - 90 APPROVING THE FINAL ACCEPTANCE OF SHANNON COMMUNITY CENTER RENOVATION PROJECT NO. 89-1 & A MUTUAL RELEASE AGREEMENT WITH HODGSON CONSTRUCTION, INC. , & AUTHORIZING STAFF TO MARE AN ADDITIONAL APPROPRIATION Approved Warrant Register in the amount of $854, 103 . 68 . * * * * DOUGHERTY VALLEY & EAST DUBLIN PLANNING AREAS City Manager Ambrose advised that the City has received a letter from the Mayor of San Ramon inquiring as to whether or not the City of Dublin would be interested in meeting with San Ramon on a regular basis to discuss plans for the Dougherty Valley Planning Area and East Dublin area. Cm. Hegarty stated he would strongly urge those who participate to provide a written report to the Council related to every item that takes place. This was discussed about 5 or 6 years ago because of the impact on Dublin. Cm. Jeffery felt the idea of this is to work with San Ramon to ensure that the Valley is planned right. On motion of Cm. Hegarty, seconded by Cm. Jeffery, and by unanimous vote (Cm. Snyder absent) , the Council determined that it would utilize the existing San Ramon Liaison Committee, along with the City Manager and a representative from the Planning Department to represent Dublin in discussions with San Ramon related to the Dougherty Valley and East Dublin Planning Areas. * * * * PUBLIC HEARING DONLAN CANYON PA 89-125 PLANNED DEVELOPMENT PREZONING, TENTATIVE MAP & ANNEXATION Mayor Moffatt opened the public hearing. Planning Director Tong advised that on June 25, 1990, City Council introduced an Ordinance amending the Zoning Ordinance and adopted Resolutions approving the Negative Declaration, the General Provisions for the PD Prezoning, the Tentative Map, the Property Tax Exchange, and the Annexation Application to LAFCO for the Donlan Canyon project consisting of approximately 196 acres. The proposed zoning is consistent with the City's General Plan land use designation and policies affecting the site. No comments were made by the public on this issue. Mayor Moffatt closed the public hearing. CM - VOL 9 - 200 Regular Meeting July 9, 1990 I� On motion of Cm. Jeffery, seconded by Cm. Vonheeder, and by unanimous vote (Cm. Snyder absent) , the Council waived the reading and adopted ORDINANCE NO. 11 - 90 AMENDING THE ZONING ORDINANCE TO PERMIT THE PREZONING OF REAL PROPERTY LOCATED NORTH OF THE WESTERN TERMINUS OF DUBLIN BOULEVARD (DONLAN CANYON) * * * * PUBLIC HEARING - ORDINANCE AMENDING ORDINANCE NO. 7-90 WHICH ESTABLISHED THE RIGHT-OF-WAY LINES FOR TWO-LANE ACCESS ROAD CONNECTING TO THE HACIENDA INTERCHANGE AND PARALLEL TO I-580 Mayor Moffatt opened the public hearing. Senior Planner Carrington advised that since the adoption of Ordinance No. 7-90 on May 29 , 1990, Staff determined that the legal description needs to be revised. This Ordinance would establish the right-of-way lines for the 2-lane access road parallel to I-580. No comments were made by the public on this issue. Mayor Moffatt closed the public hearing. On motion of Cm. Hegarty, seconded by Cm. Vonheeder, and by unanimous vote (Cm. Snyder absent) , the Council waived the reading and INTRODUCED the Ordinance. * * * * FREDERIKSEN SCHOOL KINDERGARTEN TOT LOT Recreation Director Lowart advised that in September of 1989, the City and School District entered into a Joint Facility Use/Development Agreement. The Agreement provided that the City may make improvements to School District property provided the improvement is not in conflict with school use and subject to a separate improvement agreement. The Frederiksen School Kindergarten Tot Lot Agreement spells out the specific responsibilities of the City and the District with regard to the .project and covered such areas as description of project, division of project costs and responsibility for project supervision. Ms. Lowart advised that the total estimated costs are $39, 303 . The City will fund $34 , 303 and the remaining $5, 000 will be funded equally by the District and the School Parent Faculty Club. On motion of Cm. Jeffery, seconded by Cm. Vonheeder, and by unanimous vote (Cm. Snyder absent) , the Council adopted CM - VOL 9 - 201 Regular Meeting July 9, 1990 RESOLUTION NO. 99 - 90 APPROVING AND AUTHORIZING EXECUTION OF AGREEMENT WITH DUBLIN UNIFIED SCHOOL DISTRICT FOR FREDERIRSEN SCHOOL KINDERGARTEN TOT LOT * * * * CIVIC EDUCATION PROGRAM Assistant to the City Manager Texeira advised that included in the 1990 Goals & Objectives Program was the development of a Student Government Day or comparable civic education program. Staff has worked with representatives of the Dublin School District and staff members of Dublin High School to develop a program. Ms. Texeira explained that several ideas were discussed to augment Dublin High's current civic education program. These included: resurrecting the Dublin High Civics Term Project; developing a City Resource Guide to be used by teachers and/or students; promoting the Dublin Police Ride-Along Program; participating in the 1990 Soviet Exchange Student Program; and developing additional civic education activities (i.e. , conducting regular tours of the Dublin Civic Center, developing case studies to be used by students, etc. ) . Cm. Vonheeder questioned if Staff envisioned the term project as being a 2 or 3 week project or more long term. Ms. Texeira stated that it was originally suggested that it be an individual term project and City Staff suggested a group project in order to allow the students to work as a team. This seems to be the direction it will be headed. Cm. Jeffery thought that with regard to the term project, it might be a good idea to pick out a particular City project and assign the kids to a Commission or Council so they would carry the project all the way through, and would then get a feel for how these things work together. Most kids do not have an understanding of how a park gets put in, or a housing development, etc. It's very important that they understand why it is important for them to vote. This would be a way to teach them that it really does matter and each vote counts. Cm. Jeffery felt that with regard to the Soviet Student Exchange Program, we should delete the word "Soviet" so as to not limit ourselves. There will be other opportunities for exchange with other countries. Cm. Hegarty felt that it would be good for the students and beneficial for the people of Dublin to have young people on Community TV talking about Dublin and its government. Valley Forum would be a good program for this type of thing. The City puts money into Community TV, so we should be able to get some good publicity for our students. CM - VOL 9 - 202 Regular Meeting July 9, 1990 Cm. Hegarty stated he had always been very impressed with Dublin High School. Students that come out of DHS go on to some of the most impressive schools in the United States. They are the future. Cm. Jeffery stated that Dublin and San Ramon students could debate the growth issues in the Valley. Mayor Moffatt felt this was a great idea and a good way to involve high school students in their City government. On motion of Cm. Jeffery, seconded by Cm. Vonheeder, and by unanimous vote (Cm. Snyder absent) , the Council directed Staff to work with representatives of the School District and Dublin High School to develop a City Resource Guide, to promote the Police Ride-Along Program, to welcome the Soviet Exchange Students in August, and to continue to pursue additional civic education opportunities. * * * * OTHER BUSINESS Community Gift Catalog Mr. Ambrose passed out finished copies of the Community Gift Catalog to the City Council. Cm. Jeffery questioned how these would be distributed. Mr. Ambrose advised that they will be given to service groups, and copies will be available at the Civic Center, the Library, the Chamber of Commerce, the Senior Center, Shannon Community Center, and local community groups. Cm. Vonheeder suggested they also be given to local corporations. * * * * State Budget Cm. Vonheeder advised that the East Bay Division of the League of CA Cities is trying to inform cities of legislation affecting cities. It appears that we are looking at a reduction in the in-lieu fees. Roberta Cooper of Hayward has requested that all cities let the state know that we don't appreciate them dipping into our pockets. Cm. Hegarty felt it was the Governor who had control. Cm. Jeffery advised that the Governor only has power over 8% of California's budget. The rest is controlled by the Legislature.
