AGENDA STATEMENT
City Council Meeting Date: December 18, 1990
SUBJECT: Authorization to Apply to the Metropolitan
Transportation Commission (MTC) for Transportation
Development Act (TDA) Article 3 Funding for Two
Capital Improvement Projects

RECOMMENDATION: Adopt Resolution directing Staff to apply for funding.
FINANCIAL STATEMENT: The City has requested $75,000 TDA funding for each of
two projects, which would cover the estimated cost of
each project. It is anticipated that the City will.
receive $75,000 for the Dougherty Road bike path
project but only $30,000 for the Handicap Curb Ramp
project.
DESCRIPTION: City Staff has submitted two projects to the Audit
Committee of the Alameda County Transportation Advisory Committee (ACTAC) for
consideration for Transportation Development Act (TDA) Article 3 funding.
Alameda County and the cities within Alameda County compete for TDA funding,
which is available for certain pedestrian and bicycle projects, on an annual
basis. The maximum funding that any one project can receive is $75,000. If
approved, the funding for projects in the current application would be
available in the 1991-92 fiscal year.
The proposed projects are as follows:
1) Handicap Curb Ramps, Phase V: This program provides for the phased
construction of handicap ramps at various locations throughout the City. The
work involves removal of existing curb, gutter, and sidewalk, and installation
of sidewalk handicap ramps. The ramps will be installed in neighborhoods
built before the City was incorporated, as all new subdivisions install
handicap ramps as part of required street improvements. Locations which do
not receive ramps as a part of this project could be the subject of TDA
applications in future years. This handicap ramp project is not presently in
the five-year Capital. Improvement Program and would need to be included in
next fiscal year's update. The application requests $75,000 in funding;
however, due to the number of projects in other cities that were conceptually
approved, Staff anticipates receiving about $30,000 for this project. The
exact amount approved will be known before April- 1, 1991.
2) Dougherty Road Bike Path, Phase III: This project would construct a two-
way bike path along the east side of Dougherty Road, from the end of the Phase
II bike path at Willow Creek Drive to the northerly City Limit. Phase II is
scheduled for construction during the Spring of 1991 and would provide a
bikeway approximately halfway to the northerly City Limit from Amador Valley
Boulevard. Phase III would complete construction of the bike path from the
Southern Pacific Railroad right-of-way to the northerly City Limit and connect
to a future bike path indicated on the Contra Costa County Bike Way Plan.
This project is presently in the five-year Capital Improvement Program, and
funding was anticipated from a TDA grant.
Staff recommends that the City Council adopt the Resolution directing Staff to
apply to the Metropolitan Transportation Commission for TDA funding for these
two projects.

APPROVING TWO SAFETY—RELATED IMPROVEMENT PROJECTS AND
DIRECTING STAFF TO APPLY TO THE METROPOLITAN TRANSPORTATION COMMISSION FOR
TRANSPORTATION DEVELOPMENT ACT ARTICLE 3 FUNDING
WHEREAS, the City Council of the City of Dublin is concerned
regarding the safety of bicyclists and pedestrians; and
WHEREAS, the City Council has reviewed two safety—related
improvement projects which are as follows:
1) Handicap Curb Ramps, Phase V
2) Dougherty Road Bike Path, Phase III (from Willow Creek Drive
to the northerly City Limit)
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Dublin does hereby approve the above two projects and directs Staff to
submit applications to the Metropolitan Transportation Commission for funding
of the projects under Article 3 of the Transportation Development Act.
