SUBJECT :Sale of police vehicles

RECOMMENDATION(S) :1. Adopt Resolution declaring the
police vehicles as surplus property,
2. Approve the sale of these surplus vehicles,
Direct the Finance Director to work with
Nationwide to auction all four surplus vehicles.
FINANCE STATEMO :The City will not incur any out-of-pocket costs.
It is estimated that the net return to the City for
each police vehicle will be approximately $2,200, and
that the Corvette will return approximately $5,500. The
actual amounts received will certainly be different based
upon the market at the time of the auction.
DESCRIPTION: The City Police Department replaced three Police vehicles this
fiscal year. The new vehicles are now in the police fleet and are fully
functional , which means that the older cars can now be identified as surplus and
disposed of by sale through use of an auction. The City Police Department also
recently received a 1977 white Chevrolet Corvette Coupe from the drug
enforcement asset seizure program, which can also be auctioned.
In February 1990 the City staff requested information concerning costs
associated with selling five police vehicles from three auctioneers. Nationwide
responded with the lowest overall fees for their service. The Council agreed to
staff's recommendation to use Nationwide for that auction. Staff was pleased
with the dollar return from the sale of those vehicles at auction and with the
care provided by the company in performing simple maintenance work to bring the
vehicles to the point where the City could receive the best price for them.
Nationwide charges a commission of 10% on the sales price with a minimum cost
of $100.00 per vehicle. The Company also charges $35 1car to remove the logo and
$50 1car to pick up the vehicles. These costs are lower than the City was charged
last year and are based in part upon the experience in dealing with the City and
the condition of the City's vehicles. Any storage required on the drug seizure
car is provide free of charge.
RECOMMENDATION: Staff recommends that the Council adopt the Resolution declaring
the vehicles as surplus property, and approve the sale of the four vehicles
identified above. Staff also recommends using Nationwide to auction the three
police vehicles plus the Chevrolet Corvette, which was acquired during a drug
seizure operation.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN

DECLARING PROPERTY SURPLUS
RECITALS
WHEREAS, the City Manager has determined that certain police
vehicles described more particularly in Exhibit A attached hereto
and incorporated herein by reference are no longer needed for
City purposes; and
WHEREAS, the most effective method of disposing of such
police vehicles is by auction; and
WHEREAS, independent auctioneers are available to auction
such police vehicles to the highest bidder; and
WHEREAS, the City is authorized to dispose of personal
property pursuant to Government Code S 37350.
NOW, THEREFORE, BE IT RESOLVED that the police vehicles
described in Exhibit A are declared surplus property, to be sold
by the City Manager;
BE IT FURTHER RESOLVED that the City Manager or his designee
is authorized to enter into a contract with an independent
auctioneer selected by the City Manager to sell the police
vehicles listed on Exhibit A to the highest bidder. The proceeds
of the sale, less the cost of sale, shall be deposited into the
Internal Service Fund and the Criminal Activity Fund.
