STATEMENT:

DESCRIPTION: April 1, 1990 will mark the nation's 21st census. The 1990
Census is expected to be the largest and most complex ever undertaken. The
Census Bureau expects to count 250 million people and 106 million housing
units.
Census data is used to apportion seats in the U.S. House of Representatives and
to determine state and local legislative district boundaries. Beyond political
representation, census data is used in allocating billions of state and federal
dollars to local government to address community needs. Census data is also
used to establish long-range community plans, to develop capital improvement
programs and to provide better transportation systems. In addition, the data
is used to improve health and human service programs and to help locate new
schools and businesses within the community which serve to enhance local
economic development opportunities and to improve the overall quality of life
in the community.
The 1990 Census questionnaire will be delivered to more than 106 million
housing units during,the last week of March 1990. Roughly five out of six
households will receive a short form. About one out of every six households
will be asked to fill out a longer form. The questions are basic. The short
forms asks about race, age, marital status, whether you rent or own your
residence, the number of rooms, etc. The longer form asks additional questions
regarding ancestry, employment, education, type of housing, utilities and so
on. All census date is confidential!
The census will tell us how the nation is changing; the condition of housing;
and education, employment and income information about our area. In addition,
the census takes the social and economic pulse of the nation.
Local government plays an important role in promoting census activities. To
date, the City has worked with the Dublin Chamber of Commerce, the Dublin
Unified School District, the Dublin Library and the local media in coordinating
census activities. In addition, staff recommends that the City Council adopt
the attached resolution declaring March 25 - 31, 1900, as "Census Awareness
Week."

A RESOLUTION. OF THE CITY COUNCIL
OF THE CITY OF DUBLIN
RESOLUTION DECLARING MARCH 25 - 31, 1990 AS .:
"CENSUS AWARENESS WEEK"
WHEREAS, the census is mandated by Article I, Section 2 of the
United States Constitution, and April 1, 1990 marks the 21st
population count in our nation's history; and _
WHEREAS, the federal census is required to count everyone
regardless of age, race, creed, sex, color and place of birth, status
of citizenship and nature of domicile; and s`
WHEREAS, we recognize that census data is not made available,to
immigration or naturalization service, the internal revenue service,
law enforcement agencies or public assistance agencies; and
WHEREAS, the Council recognizes and supports the confidentiality
of the information collected for the census; and
WHEREAS, the 1990 Federal Census will be the basis for
apportioning the U.S. House of Representatives and the State
legislators as well as .the allocation of essential federal and state
grant programs; and
WHEREAS, it is important and economical for everyone to promptly
and accurately complete the census questionnaire and return it by
April 1, 1990.
NOW, THEREFORE, BE IT RESOLVED, that the City -Council of the
City. of Dublin does hereby declare March 25 - 31, 1990, as "Census
Awareness Week."
