HomeMy WebLinkAbout3.2 Proc Red Ribbon WeekCITY OF DUBLIN AGENDA STATEMENT ti -------------------------------------------------------------------------- AS A COPIES TO: ITEM NO. - 70 o& CITY OF DUBLIN AGENDA STATEMENT CITY COUNCIL MEETING DATE: October 8, 1990 SUBJECT: Request for City Support of Red Ribbon Week Campaign EXHIBITS ATTACHED: Exhibit A: Draft resolution approving City support of Red Ribbon Week campaign RECOMMENDATION: J Consider resolution approving the request FINANCIAL IMPACT: Minimal cost to place and remove ribbons along City street medians and banner across San Ramon Road DESCRIPTION: Ms. Karen Seals of the Dublin Substance Abuse Council and Chairperson for the Red Ribbon Week committee, has discussed with Police Services and City staff, City participation in the Red Ribbon Week campaign beginning October 18, 1990. The committee has asked: 1. If student posters and essays could be displayed in Dublin business windows. 2 . If the City would waive the promotional sign processing fee and waive two weeks of promotional sign display for individual businesses that: a. Obtain promotional sign permits. b Include "Red Ribbon Week" in the signage, and c. Display the signage within the two week period between October 18 and November 1, 1990. 3 . If the City would allow red ribbons to be placed on the medians and a banner across. San Ramon Road proclaiming red ribbon week during Red Ribbon week. 4. Allow Dublin 4-H to decorate the sports grounds with red ribbons. The following are Staff's recommended responses to the requests: 1. The Dublin sign regulations would not consider the student's work to be a "business sign" . Dublin businesses may_ display the student's work in business windows or elsewhere on the business site. 2. The City Council has the authority to grant the request to waive the processing fee and waive two weeks of sign display. The City has contributed funding to the Red Ribbon Week campaign as part of the approved budget. The action required would be similar to the action taken in the previous year's Red Ribbon Week. The processing fee for a Conditional Use Permit (CUP) for 60-day promotional signs is $130.00. For an Administrative Conditional Use Permit (ACUP) for 30-days temporary promotional sign, the processig fee is $25. 00. 3 . The City maintenance staff can arrange to have red ribbons placed along the medians and a banner placed across San Ramon Road. This will help control the placement and the work alternative program could be utilized to perform this work. Copies to: Karen Seals, DSAC ITEM NO. 142: J .5-00 - 80 .y I 4. City Recreation Department allow Dublin 4-H to decorate the Dublin sports grounds with red ribbons. Staff has prepared for City Council consideration a resolution approving City support of the Red Ribbon Week campaign. This resolution would address the request for promotional advertising and grant a waiver. Staff is also working to identify a method of displaying student posters at the Civic Center. RESOLUTION NO. A RESOLTION OF THE CITY COUNCIL OF THE CITY OF DUBLIN ****************** APPROVING THE REQUEST FOR CITY SUPPORT OF THE RED RIBBON WEEK CAMPAIGN WHEREAS, the Dublin Red Ribbon Week committee has rquested 1) a waiver of promotional sign processing fees and 2) a waiver of two ( 2) weeks of promotional sign display; and WHEREAS, the request would be limited to those individual businesses that 1) obtain promotional sign permits, 2) include "Red Ribbon Week" in the signage, and 3) display the signage two (2) weeks or less between October 18 and November 1, 1990; and WHEREAS, the Dublin Red Ribbon Week committee has further requested the City to place red ribbons along the medians and a banner across San Ramon Road proclaiming Red Ribbon Week; WHEREAS, the City Council finds that approval of the requests would be consistent with the purpose of the sign regulations to provide attractive and effective identification; and WHEREAS, the City Council further finds that approval of the requests would promote a positive image of the community; and WHEREAS, the City Council further finds that student posters and essays regarding Red Ribbon Week are not business signs, and a Dublin business may display such student work in business windows or elsewhere on the business site. NOW, THEREFORE; BE IT RESOLVED that the City Council of the City of Dublin does hereby approve the Dublin Red Ribbon Week Committee requests for City support.
