6.1. Dublin Sports Grounds Park Renovation Project
La Shawn Butler, Director of Parks & Community Services, presented the
specifics of the item as outlined in the Staff Report.
Director Butler informed the Commission that the new Commission will not be
reseated until January 8, 2019, therefore, new Commissioners will not be seated
on the Commission until the January 28, 2019 Special Meeting.
The Commission discussed their anticipated attendance at the January 12, 2019
open house. Commissioner’s Washington and Giller stated they plan to attend.
The Commission selected Commissioner Washington and Commissioner Giller
to serve on the Dublin Sports Grounds Task Force.

6.2. Mape Memorial Park - Play Equipment Replacement
Rosemary Alex, Parks and Facilities Development Coordinator, presented the
specifics of the item as outlined in the Staff Report.

Staff informed the Commission that the use of wood chips has not been known to
present issues on playground flooring and since there are no spinners at the
park, there should not be a problem with the wood chips clogging the equipment.
Staff also clarified that although the color schemes are similar, the difference is
the red/maroon on palette AB and the blue on palette AG and thought was given
to the pictures selected for demonstration to avoid gravitation towards one color
scheme against another. Staff responded that since this park is a neighborhood
park, the input is tailored to a certain audienc e, being the reason there was not
full community outreach.
The Commission selected option 2 for the play equipment and option 1 for the
color palette.

7. New Business
7.1. Bi-Annual Report by the Senior Advisory Committee
Senior Center Advisory Committee Chair Eddie Jo Mack and Senior Center
Advisory Committee Member Connie Mack presented the specifics of the item as
outlined in the Staff Report.
The Commission had comments regarding pickle ball and whether one of the
tennis courts would be converted into a pickle ball court and the importance of
keeping that as an option for the future.
Staff informed the Commission that the Senior Advisory Committee will have five
(5) members in January 2019. Staff stated the vacancies are being advertised
through the City Clerk’s office and the Activity Guide and that the City Clerk’s
office received several applications, which should be sufficient to fill the open
vacancies.
7.2. Nominations for the Residential Holiday Decorating Program
Rich Jochner, Recreation Supervisor, presented the specifics of the item as
outlined in the Staff Report.
The Commission took votes to decide the winner of the multiple categories,
including: Best Use of Lights, Best Lawn Display, Best Holiday Theme, and Best
Overall.

The Commission reached a consensus on each category, as follows:
Best Use of Lights: Location L
Best Lawn Display: Location D
Best Holiday Theme: Location K
Best Overall: Location P
The Commission discussed the importance of selecting different locations for
each category as opposed to honoring the same location with multiple awards,
as it will encourage participation in the future. The Commission also discussed
changes to the categories to include multi-family or neighborhood categories to
encourage more participation and whether to change the process for voting,
based upon the number of entries, to include voting by quadrants or other
categories, where once finalists have been decided, the community could weigh
in on the vote.
The Commission certified the results of the votes, awarding Best Use of Lights to
Location L, Best Lawn Display to Location D, Best Holiday Theme to Location K
and Best Overall to Location P.

8. Other Business
Commissioners provided informational reports on recent events and meetings attended.
Chair Smith McDonald thanked all the Commissioners whose terms were ending for
their service.
Director Butler announced that the Assistant Director position has been filled by Bridget
Amaya, who will be introduced to the Commission at the January 28, 201 9 Special
Meeting. She also announced that due to Elizabeth Isles’ retirement, Tyler Phillips,
Recreation Coordinator of the Senior Center, will be replacing Elizabeth as the new
Coordinator over Heritage Park, and that Liz Elliott, Recreation Coordinator at the
Wave, will be transferred to the Senior Center.

DESCRIPTION:
The Parks and Community Services Department strives to develop and implement
quality programs that strengthen community image, provide recreational experiences,
and encourage healthy lifestyles. This is accomplished by offering innovative
recreational and social activities and programs. Following is a summary of the classes,
activities, and events held in the month of December 2018.
ADMINISTRATIVE
The City of Dublin offers two fee assistance programs: the Youth Fee Assistance
Program and the Senior Fee Assistance Program. Each program is designed to provide
financial assistance to youth and seniors whose household income level meets specific
requirements. The following table shows fee assistance program activity during the
month of December 2018.

The Programs are advertised in the Activity Guide, the Senior Center Dublin Doings
newsletter, on the City website, and at City facilities.
RECREATION DIVISION
At the Tuesday, December 18, 2018 City Council Meeting, Council approved the
Commissioners recommendations to consolidate City Facility Rental Packets.
Preschool Programs
The Little Lovies program was offered from November through December for six weeks,
on Mondays, Tuesdays, Wednesdays, and Thursdays from 9:00 to 11:0 0 AM. A
combined total of 46 participants were registered.
Sports
The Fall Adult Softball League completed the season on Thursday, December 6, 2018.
There were 12 teams registered in the league.
The Junior Warriors Youth Basketball League pre-season practices began on
December 10, 2018. Regular season practices begin in January, with the first games
starting on January 5, 2019. This season, there are 88 teams with 923 players and 126
volunteer coaches. To provide a higher quality level of refereeing, all officiating will be
contracted out to Bay Island Officials Association.
Fields are closed for renovations from December 15, 2019 - February 28, 2019. Fallon
Sports Park synthetic fields are available for permitted use.
Senior Center
At the Dublin Senior Center during the month of December, total attendance, program
and activities, volunteer hours and lunch served was the following:

Events
On Friday, December 14, 2018 the annual Holiday DanceEscape social
dance was held at the Senior Center. Live music was provided by Lady K and

Kings of Swing and at total of forty-three (43) participants enjoyed the event.
Trips
Trips are not offered during the month of December due to low enrollment
because of the holidays.
Services
On Monday, December 3, 2018, patrons had the opportunity to participate in
a free Eyeglass Cleaning, provided by Kaiser Permanente.
On Wednesday, December 12, 2018, participants had the opportunity to
participate in free Health Insurance Counseling appointments, provided by
Alameda County.
On Wednesday, December 19, 2018, participants had the opportunity to
participate in free Hearing Screening and Hearing Aid Cleaning repair,
provided by the Connect Hearing.

HERITAGE PARKS & MUSEUMS
Exhibits
The ongoing temporary exhibit "The Dublin Chamber of Commerce's First Fifty Years:
1968-2018," is on display in the Schoolhouse Museum's Little Classroom through March
2019.
SPECIAL EVENTS
Dublin Camp Parks Military History Center held its bi-annual open house on November
18. The event, “Celebrating Parks Air Force Base,” attracted approximately 30 people
including one veteran who had served at Parks AFB during that period, with his wife,
son and grandchild. Parks Reserve Forces Training Area command staff and visiting
military officers also attended. Local historian Steve Minniear gave a short history talk
and the crowd viewed the new exhibit and mingled over canteen -style coffee and
doughnuts.
The 35th Annual Tree Lighting on November 30 drew a crowd of approximately 300.
Dublin High School Show and Concert Choirs and the Youth Orchestra of Southern
Alameda County performed holiday songs. Santa arrived, escorted by volunteer “elves”
from the City’s Youth Advisory Committee. Dublin High School Key Club members
served cocoa and cookies, donated by Starbucks and BJ’s respectively. The event
continues to increase in popularity with local business sponsors. Waterford Pediatric
Dental, Provident Credit Union, Boulevard, Thread Up and Rockin’ Jump provided cash
sponsorships; KKIQ provided in-kind trade sponsorship. City Staff promoted Team
Dublin’s Warm Wishes gift drive and the new Deck the Homes residential holiday lights
contest. Parks designers from Gates + Associates also had a booth soliciting public
input on the design for the new all-abilities playground being planned for Dublin Sports
Grounds.
WAVE
Natatorium Birthday Party Program
The Wave birthday party package during non-waterpark months consists of admission
to Recreational Swimming, reserved space in the Natatorium Viewing Area including
tables, chairs and room divider set up, pizza order and delivery, juice, birthday plates
and napkins, and a novelty item per paid guest. One birthday party is offered at each
Recreational Swim. Fridays 4:00 - 7:00 PM, August 17, 2018 through May 16, 2019,
Saturdays and Sundays between 12:30-3:30 PM October 6, 2018 through May 18,
2019.

Recreational Swimming
The Wave offered Recreational Swimming in the Natatorium on Fridays 4:00 to 7:00
PM, Saturdays and Sundays 12:30 to 4:00 PM. Recreational Swimming is for all ages.

Private Rentals
Community groups, businesses, and individuals can rent the community room and each
amenity at The Wave individually or in any combination, including a full facility buyout.
From October through December, the community room and Natatorium are available for
rent. All other pools and areas are closed for winter. The Wave is available for private
rentals during non-programmed hours. Rental attendance is determined by the party
host. Please note, the Natatorium has schedule programming Monday through
Thursday 6:00 AM to 1:00 PM and 4:00 PM to 8:00 PM, Fridays 6:00 AM to 1:00 PM
and 4:00 to 7:00 PM, Saturdays 8:00 AM to 4:00 PM, and Sundays 12:30 PM to 7:00
PM for scheduled programming. Private pool rentals must happen outside these hours,
or in conjunction with other programming if pool space allows.

Swim Lessons
The Wave Swim School is open year-round in the Natatorium. Lessons are
programmed for beginning through advanced levels and are available for children ages
six months and older and adults. The Natatorium provides a comfortable indoor
swimming environment and was specifically designed as a teaching pool with three
teaching bays, a zero-depth gradually sloped ramp, and lap swim lane space. The
swim school curriculum is written and taught specifically for The Wave Swim School.
Participant numbers are calculated based on the start date of a s ession; the December
session was a two-week session.

The Wave Fitness Programs
The Wave’s fitness programs include Lap Swimming, Water Walking, Aqua Zumba, and
Aqua Aerobics.
Fitness Swimming (Lap Swimming, Junior Lap Swimming and Water Walking)
The Wave’s Fitness Swimming includes lap swimming for adults, Junior lap swimming
for ages 10+, and water walking. Fitness Swimming is offered Monday through
Saturday mornings, Monday through Thursday and Sunday evenings. Lap swimming,
Junior Lap Swimming and Water Walking Participants have the option to purchase a
daily admission fee, or a Fitness Convenience Pass for pre -paid admissions at a
discounted rate. Kick boards and pull buoys are available for participants during Fitness
Swimming hours.

Aqua Zumba
Aqua Zumba is a fun exercise class to music in the water. The workout focus is on
cardio-conditioning and body-toning; increasing muscle strength, endurance building,
and flexibility. Aqua Zumba is offered on Saturdays at 8:30 AM. There were no classes
offered in December.
Aqua Aerobics
Aqua Aerobics is a new low impact, easy paced fitness class which improves cardio
fitness, tones’ and sculpts. The class uses the natural resistance and buoyancy of water
against one’s body to provide a wide variety of conditioning activities with no impact on
joints. No swimming required. Aqua Aerobics is offered Wednesdays, 7:00 PM - 7:50
PM. There were no classes offered in December.
